SUBJECT
Second Reading of Ordinance No. 134, 2021, Making Supplemental Appropriations in the General Fund for
the Environmental Services Indoor Air Quality Programs from the US Environmental Protection Agency Grant.
EXECUTIVE SUMMARY
This Ordinance, unanimously adopted on First Reading on October 19, 2021, appropriates unanticipated grant
revenue in the General Fund for the Environmental Services Indoor Air Quality Programs. This appropriation
includes $200,000 of grant revenues provided by the U.S. Environmental Protection Agency (EPA) to better
address indoor air quality and health concerns for underserved community residents through enhanced indoor
air quality and energy efficiency programs.
STAFF RECOMMENDATION
Staff recommends adoption of the Ordinance on Second Reading.

SUBJECT
First Reading of Ordinance No. 134, 2021, Making Supplemental Appropriations in the General Fund for the
Environmental Services Indoor Air Quality Programs from the US Environmental Protection Agency Grant.
EXECUTIVE SUMMARY
The purpose of this item is to appropriate unanticipated grant revenue in the General Fund for the Environmental
Services Indoor Air Quality Programs. This appropriation includes $200,000 of grant revenues provided by the
U.S. Environmental Protection Agency (EPA) to better address indoor air quality and health concerns for
underserved community residents through enhanced indoor air quality and energy efficiency programs.
STAFF RECOMMENDATION
Staff recommends adoption of the Ordinance on First Reading.
BACKGROUND / DISCUSSION
The City has been awarded a grant from the U.S. Environmental Protection Agency (EPA) to help align and
supplement existing municipal programs, such as the Healthy Homes indoor air quality program and the Epic
Homes program for energy efficiency, which support health, comfort, and resilience at home.
In partnership with regional and local stakeholders, and by leveraging and aligning existing indoor air quality,
energy efficiency and emergency preparedness efforts, the City will develop and pilot implementation of updated,
comprehensive, and streamlined residential housing assistance programs. The objectives of this project are to:
1) engage underserved and historically underrepresented communities and identify needs related to a home’s
indoor air quality and energy use; 2) assess existing capabilities, gaps, barriers and best practices; 3) update
existing program implementation plans; 4) develop new home assessment tools and pilot implementation.
Additionally, grant funds allow hiring a contractual FTE, program coordinator. The period of performance for this
effort is October 1, 2021 through September 30, 2023.
CITY FINANCIAL IMPACTS
City resources in the General Fund would increase by $200,000. No match is required.
BOARD / COMMISSION RECOMMENDATION
This grant directly supports Council Priority #17, Improved Air Quality. No formal recommendation was sought
from the Air Quality Advisory Board for the proposed appropriation of the grant funds to augment existing
program efforts.

PUBLIC OUTREACH
While no formal outreach was conducted prior to receipt of these funds, community engagement is a key
component in delivering the grant outcomes. The City will work with consultants, community partners, and will
hire a contractual program coordinator to conduct community outreach and collect feedback regarding
community needs and perspectives related to home interventions that can support healthy, sustainable housing.
Part of this assessment will build on what has already been heard from community members from previous
outreach events including previous research and program outcomes, while adding a community engagement
process to bring new insights.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
MAKING SUPPLEMENTAL APPROPRIATIONS IN THE GENERAL FUND FOR THE
ENVIRONMENTAL SERVICES INDOOR AIR QUALITY PROGRAMS FROM THE US
ENVIRONMENTAL PROTECTION AGENCY GRANT
WHEREAS, the City of Fort Collins has been awarded a grant from the U.S.
Environmental Protection Agency (EPA) to help align and supplement existing municipal indoor
air quality, energy efficiency and emergency preparedness programs, including the Healthy Homes
indoor air quality program and the Epic Homes program for energy efficiency; and
WHEREAS, in partnership with regional and local stakeholders, and by leveraging and
aligning existing City programs, the City will develop and pilot implementation of updated,
comprehensive and streamlined residential housing assistance programs; and
WHEREAS, the objectives of this project are to (1) engage underserved and historically
underrepresented communities and identify needs related to a home’s indoor air quality and
energy use; (2) assess existing capabilities, gaps, barriers and best practices, (3) update existing
program implementation plans; (4) develop new home assessment tools and pilot implementation
of those tools (collectively, the Environmental Services Indoor Air Quality Programs”); and
WHEREAS, this appropriation benefits public health, safety and welfare of the citizens of
Fort Collins and serves the public purpose of supporting the health, comfort, and resilience of
residents at home; and
WHEREAS, Article V, Section 9 of the City Charter permits the City Council, upon
recommendation of the City Manager, to make supplemental appropriations by ordinance at any
time during the fiscal year, provided that the total amount of such supplemental appropriations, in
combination with all previous appropriations for that fiscal year, does not exceed the current
estimate of actual and anticipated revenues and all other funds to be received during the fiscal year;
and
WHEREAS, the Interim City Manager has recommended the appropriation described
herein and determined that this appropriation is available and previously unappropriated from the
General Fund and will not cause the total amount appropriated in the General Fund to exceed the
current estimate of actual and anticipated revenues and all other funds to be received in that Fund
during this fiscal year.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the City Council hereby makes and adopts the determinations and
findings contained in the recitals set forth above.

Section 2. That there is hereby appropriated for expenditure from unanticipated grant
revenue in the General Fund the sum of TWO HUNDRED THOUSAND DOLLARS ($200,000)
for the Environmental Services Indoor Air Quality Programs.
Introduced, considered favorably on first reading, and ordered published this 19th day of
October, A.D. 2021, and to be presented for final passage on the 2nd day of November, A.D. 2021.
