City Council Work Session October 26, 2021 6:00 PM • CALL TO ORDER. 1. Recovery Plan Overview. (staff: SeonAh Kendall; 15 minute presentation; 60 minute discussion) The purpose of this item is to provide an overview of the Fort Collins Recovery Plan (The Plan) and provide additional context of the American Rescue Plan Act State and Local Fiscal Recovery Fund (ARPA). While our primary focus continues to be protecting the health and safety of our community, a return to “business as usual” is not the goal of recovery. The Plan works to address the trauma that the COVID- 19 pandemic has had on our community, reduce future shocks, and focus on the inclusion and well- being of our community to increase resilience and move toward a vibrant future. As many communities begin to structure their recovery plans on ARPA expenditures, the City’s intent is to be transformational vs transactional in recovery. The past 22+ months has shone a light on the vast inequities and disparities in our community, but also sparked innovation and regional collaboration to respond to the ever-changing health and economic circumstances. A bottom-up community engagement approach is being utilized to inform the Plan. ARPA funds are one tool to help the community achieve our vision that “Fort Collins residents and businesses are able to participate in a resilient, vibrant and inclusive future.” The Plan seeks to leverage this historic opportunity to make bold, long-term investments for recovery. City of Fort Collins Page 2 2. Housing Strategic Plan Implementation. (staff: Marcy Yoder, Meaghan Overton; 15 minute presentation; 45 minute discussion) The purpose of this Work Session is to: 1. Provide updates on implementation progress for three interrelated Housing Strategic Plan strategies: a. Rental licensing/registration (Strategy 20) b. Occupancy ordinance revisions (Strategy 21) c. Small Landlord Incentives (Strategy 26); 2. Share findings from recently completed demographic and market research and peer cities exploration; 3. Seek input about the proposed implementation roadmap and next steps for community dialogue. 3. East Mulberry Project Update. (staff: Sylvia Tatman-Burruss, Travis Storin; 15 minute presentation; 30 minute discussion) The purpose of this item is to provide Council with an overview of the plan update process thus far and gather feedback on the strategic approach to plan-making and annexation evaluation. Staff will share an update on public engagement, present the approach for guiding principles and share a preliminary financial analysis. • ANNOUNCEMENTS. • ADJOURNMENT.
