SUBJECT
Second Reading of Ordinance No. 124, 2021, Appropriating Philanthropic Revenue Received by City Give for
the Golf Division's Youth Golf Scholarship Fund.
EXECUTIVE SUMMARY
This Ordinance, unanimously adopted on First Reading on October 5, 2021, appropriates $7,500 in
philanthropic revenue received from Ted and Marguerite Garfield by City Give for the Golf Division’s Youth
Golf Scholarship Fund. The designated purpose of the gift is to generate enthusiasm, increase access, and
promote participation in the game of golf among junior golfers (ages 17 and under) in the local community
through City golf courses.
STAFF RECOMMENDATION
Staff recommends adoption of the Ordinance on Second Reading.

SUBJECT
First Reading of Ordinance No. 124, 2021, Appropriating Philanthropic Revenue Received by City Give for the
Golf Division's Youth Golf Scholarship Fund.
EXECUTIVE SUMMARY
The purpose of this item is to appropriate $7,500 in philanthropic revenue received from Ted and Marguerite
Garfield by City Give for the Golf Division’s Youth Golf Scholarship Fund. The designated purpose of the gift is
to generate enthusiasm, increase access, and promote participation in the game of golf among junior golfers
(ages 17 and under) in the local community through City golf courses.
STAFF RECOMMENDATION
Staff recommends adoption of the Ordinance on First Reading.
BACKGROUND / DISCUSSION
The Youth Golf Scholarship Fund is an initiative of the Golf Advisory Board (the “Board”) designed to generate
enthusiasm, increase access, and promote participation in the game of golf among junior golfers (ages 17 and
under) in the local community through City golf courses.
Youth Golf Scholarships will be awarded to junior golfers at $150 per year, per applicant. Preference will be
given to residents of Fort Collins and neighboring communities. Scholarships are reviewed and awarded by the
Board on a rolling basis. Youth Golf Scholarship program details, including application process, eligibility, and
award timeline, are currently being developed by the Board in partnership with City staff and City Give. The
program launches and scholarships will be awarded beginning in Spring 2022.
The volunteer Board is committed to the successful operation and maintenance of City Park Nine, Collindale,
and Southridge golf courses. The Board advises and makes recommendations related to the operations, policies,
administration, and budgeting of City golf courses.
CITY FINANCIAL IMPACTS
This Ordinance will appropriate $7,500 of unanticipated philanthropic revenue for expenditure in the Golf Fund.
The funds have been received and accepted per City Give Administrative and Financial Policy.
BOARD / COMMISSION RECOMMENDATION
On May 12, 2021, the Golf Advisory Board discussed the Youth Golf Scholarships. (Attachment 1)

ORDINANCE NO. 124, 2021
OF THE COUNCIL OF THE CITY OF FORT COLLINS
APPROPRIATING PHILANTHROPIC REVENUE
RECEIVED BY CITY GIVE FOR THE GOLF DIVISION’S
YOUTH GOLF SCHOLARSHIP FUND
WHEREAS, the City has received a charitable gift of $7,500 from Ted and Marguerite
Garfield for the City’s Youth Golf Scholarship Fund; and
WHEREAS, the designated purpose of the charitable gift is to provide Youth Golf
Scholarships to generate enthusiasm, increase access, and promote participation in the game of
golf at City of Fort Collins golf courses for junior golfers who are seventeen years old or younger;
and
WHEREAS, Youth Golf Scholarships will be awarded to junior golfers at $150 per year,
per applicant, beginning in the Spring of 2022; and
WHEREAS, this appropriation benefits the public health, safety, and welfare of the
residents of Fort Collins and serves the public purpose of promoting the game of golf among youth
in the local community; and
WHEREAS, Article V, Section 9 of the City Charter permits the City Council, upon
recommendation of the City Manager, to make supplemental appropriations by ordinance at any
time during the fiscal year, provided that the total amount of such supplemental appropriations, in
combination with all previous appropriations for that fiscal year, does not exceed the current
estimate of actual and anticipated revenues and all other funds to be received during the fiscal year;
and
WHEREAS, the Interim City Manager has recommended the appropriation described
herein and determined that this appropriation is available and previously unappropriated from the
Golf Fund and will not cause the total amount appropriated in the Golf Fund to exceed the current
estimate of actual and anticipated revenues and all other funds to be received in that Fund during
this fiscal year.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the City Council hereby makes and adopts the determinations and
findings contained in the recitals set forth above.
Section 2. That there is hereby appropriated from unanticipated philanthropic revenue
in the Golf Fund the sum of SEVEN THOUSAND FIVE HUNDRED DOLLARS ($7,500) for
expenditure in the Golf Fund for the Golf Division’s Youth Golf Scholarship Fund.

October, A.D. 2021, and to be presented for final passage on the 19th day of October, A.D. 2021.
