SUBJECT
Second Reading of Ordinance No. 116, 2021, Making a Supplemental Appropriation of Grant Funds to Apply
Toward the Purchase of an Electric Street Sweeper and Charging Station.
EXECUTIVE SUMMARY
This Ordinance, unanimously adopted on Second Reading on September 21, 2021, appropriates $275,373 of
unanticipated grant revenue in the Equipment Fund as funding support for the July 2021 purchase of an
electric street sweeper and charging station.
STAFF RECOMMENDATION
Staff recommends adoption of the Ordinance on Second Reading.

First Reading of Ordinance No. 116, 2021, Making a Supplemental Appropriation of Grant Funds to Apply
Toward the Purchase of an Electric Street Sweeper and Charging Station.
EXECUTIVE SUMMARY
The purpose of this item is to appropriate $275,373 of unanticipated grant revenue in the Equipment Fund as
funding support for the July 2021 purchase of an electric street sweeper and charging station.
STAFF RECOMMENDATION
Staff recommends adoption of the Ordinance on First Reading.
BACKGROUND / DISCUSSION
The State of Colorado is a beneficiary of the ‘Volkswagen Diesel Emissions Environmental Mitigation Trust’, part
of which has been awarded to the City of Fort Collins to purchase an electric street sweeper and a charging
station. Grant funding for this project ($275,373 for the City) comes from Colorado’s allocation from this trust,
which is managed by the Regional Air Quality Council. On June 29, 2020, the City of Fort Collins was awarded
funding as follows:
Electric Street Sweeper: $267,673
Charging Station:$7,700
CITY FINANCIAL IMPACTS
This Ordinance increases 2021 appropriations in the Equipment Fund by $275,373.
While the total cost to purchase an electric street sweeper was $571,536.90, this grant offsets part of the that
amount to complete the purchase. The amount of $303,864 was appropriated for the purchase through the lease
purchase program and the additional grant funds were expected to cover the remainder of the purchase price.
The street sweeper and charging station were purchased in July 2021.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
MAKING A SUPPLEMENTAL APPROPRIATION OF GRANT FUNDS TO
APPLY TOWARD THE PURCHASE OF AN ELECTRIC STREET SWEEPER AND
CHARGING STATION
WHEREAS, the State of Colorado will receive over $68.7 million from a settlement with
the car manufacturer Volkswagen Group of America, which will be used to reduce air pollution in
Colorado by funding certain eligible projects to reduce nitrogen oxide emissions, ozone
concentrations, and emissions of carbon dioxide and other pollutants; and
WHEREAS, the state Regional Air Quality Council has awarded $275,373 of the trust
funding to the City to fund a portion of the $571,537 purchase price for an electric street sweeper
and a charging station; and
WHEREAS, the remaining $303,864 required to purchase the sweeper was appropriated
through the 2021 Lease Purchase Program; and
WHEREAS, the sweeper and charging station were purchased in July 2021 using funds
then available pending receipt and appropriation of the awarded grant funds; and
WHEREAS, this appropriation benefits public health, safety and welfare of the citizens of
Fort Collins and serves the public purpose of improving air quality by reducing emissions from
City vehicles and equipment; and
WHEREAS, Article V, Section 9, of the City Charter permits the City Council, upon
recommendation of the City Manager, to make supplemental appropriations by ordinance at any
time during the fiscal year, provided that the total amount of such supplemental appropriations, in
combination with all previous appropriations for that fiscal year, does not exceed the current
estimate of actual and anticipated revenues and all other funds to be received during the fiscal year;
and
WHEREAS, the Interim City Manager has recommended the appropriation described
herein and determined that this appropriation is available and previously unappropriated from the
Equipment Fund and will not cause the total amount appropriated in the Equipment Fund to exceed
the current estimate of actual and anticipated revenues and all other funds to be received in that
fund during any fiscal year.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT
COLLINS as follows:
Section 1. That the City Council hereby makes and adopts the determinations and
findings contained in the recitals set forth above.
Section 2. That there is hereby appropriated from unanticipated grant revenue in the
Equipment Fund the sum of TWO HUNDRED SEVENTY-FIVE THOUSAND THREE
HUNDRED SEVENTY-THREE DOLLARS ($275,373) to be applied to the purchase price paid
for an electric street sweeper and charging station.

Introduced, considered favorably on first reading, and ordered published this 21st day of
September, A.D. 2021, and to be presented for final passage on the 5th day of October, A.D. 2021.
