Daggett, Legal SUBJECT Resolution 2021-094 Establishing a New Standing Council Committee Known as the Compensation Polic y Committee. EXECUTIVE SUMMARY The purpose of this item is to establish a standing Compensation Policy Committee to review, discuss and recommend the total compensation strategy for Council's direct reports, review high -level total compensation policy matters for the City organization, particularly with respect to matters that bear directly on budgetary and financial decisions of the Council; and learn more about the comparative market for and evaluate the compensation paid under the City Charter to members of Council. The Resolution also appoints the members of the Committee, to be determined by Council. STAFF RECOMMENDATION Staff recommends adoption of the Resolution. BACKGROUND / DISCUSSION On March 19, 2019, Council adopted Resolution 2019-034 establishing an ad hoc committee known as the Direct Reports Compensation Committee. The role of that Committee was to review and discuss processes and practices related to performance management and total compensation for those positions that report directly to Council. The last meeting was March 29, 2021, to review the external market analysis on benefits and a discussion was held to consider a standing Council Committee. Since that time, Councilmembers have expressed interest in expanding the role of a new Council Committee to include additional subject matter, including providing policy input regarding high -level total compensation policy matters for the City organization, particularly with respect to matters that bear directly on budgetary and financial decisions of Council, and studying the comparative market for and evaluating the compensation paid under the City Charter to members of Council, and make recommendations as appropriate. This Resolution establishes a standing Committee as described above and provides a blank for insertion of names of Councilmembers to serve on the Committee. ATTACHMENTS 1. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS: Section 1. That the City Council hereby establishes a standing Compensation Policy Committee to have the following responsibilities: a. To review, discuss and recommend a compensation strategy including the market definition, benchmark cities, data collection and analysis methodology regarding salary, retirement, vacation and other aspects of compensation to be applied to Council’s direct report employees. b. To provide policy input to the City Manager and make recommendations to Council related to high-level total compensation policy matters for the City organization, particularly with respect to matters that bear directly on budgetary -2- and financial decisions of the Council. c. To gather information, review and make recommendations to Council regarding the comparative market for councilmember compensation and evaluate possible changes to the compensation paid under the City Charter to members of Council. Section 2. That the City Council hereby appoints ____________________________ _________________________________________________________________________ to the Compensation Policy Committee.
