First Reading of Ordinance No. 130, 2021, Adopting the City’s Wireless Telecommunications Master Plan as
an Element of City Plan.
EXECUTIVE SUMMARY
The purpose of this item is to seek adoption of the Wireless Telecommunications Master Plan (the “Plan”) to
address the growing demand for wireless service in the community and align local policies and regulations to
be subsequently adopted with community preferences and recent state and federal legislation. The Plan
provides goals, policies, and implementation strategies to inform recommended updates to the City’s Lan d Use
Code and administrative policies to ensure the community can be more strategic during the review of new
wireless communication infrastructure.
STAFF RECOMMENDATION
Staff recommends adoption of the Ordinance on First Reading.
BACKGROUND / DISCUSSION
In 2018, Council appropriated $50,000 as part of the 2019-2020 biennial budget to fund the completion of the
City’s first Wireless Telecommunications Master Plan. City Plan Strategy SC -2b calls for the completion of a
wireless communications plan followed by Land Use Code amendments addressing the design, location and
required process for constructing for wireless telecommunication facilities. Cityscape Consultants, Inc., an
independent wireless consultant that specifically works with local government o n wireless policy, was hired to
assist staff with analysis and creation of the Plan. An Advisory Committee consisting of staff and community
members met periodically throughout the process to review and provide guidance on various elements of the
Plan. The City began the planning process in Spring 2020 and included the following three phases:
Phase I: Research and Assessment of Existing Conditions
The initiation phase of the Plan included exploration of key issues related to wireless trends, collecting
community feedback, and asked participants to confirm feedback received through several contentious
neighborhood meetings. All wireless facilities were researched, cataloged, and assessed and can be found
under Appendix A of the Plan.
Phase II: Choices and Strategies
The second planning phase documented existing wireless conditions by developing simulated coverage and
capacity maps. The resulting analysis identified gaps that are assumed to be filled one day by wireless
infrastructure. With this information, staff developed a targeted outreach strategy to engage the public from

areas that might expect future wireless development. Outreach included facilitated conversations, surveys, and
one-on-one meetings with stakeholders to discuss the trade-offs that may be faced when developing wireless
sites in areas of the community that may lack strong wireless coverage and capacity.
Phase Ill: Plan Development
During the development of the Plan, content was developed by Cityscape along with staff and curated through
review by a technical advisory committee, City Boards and Commissions, community members and other
wireless stakeholders.
The Plan identifies several opportunities and challenges the City will face as the community grows, wireless
technology progresses, and wireless subscribers consume more data. This Plan will serve as the basis for the
City to implement targeted Land Use Code amendments that address the design, location, and an updated
development process for constructing wireless telecommunication facilities. The vision for the future is based
on feedback received from various community members, technical experts, boards and commissions, and
summarized in the following vision statements:
• Provide context-sensitive concealment elements that are compatible with surrounding natural and
architectural environments.
• Use limited public lands, such as parks, civic buildings, and golf courses to allow greater community
control over placement and design, protect the community from visual impacts and imp rove coverage in
hard to reach residential areas.
• Promote greater transparency from the wireless industry by requiring applicants to demonstrate radio
frequency emission compliance with any new or existing wireless development.
• Maintain cohesive small wireless facility design standards which require undergrounding of equipment to
protect the community's visual quality.
• Continually monitor, update, and publish the City's database of existing wireless communication facilities
as a tool to promote collocation.
The following table identifies the key strategies and policies recommended to fulfill the community vision for
wireless telecommunication infrastructure. Specifically, listed below are seven of the nine strategies identified
for Short Term (1-3 years) implementation which will be the focus of the subsequent Land Use Code update
following adoption of the Plan.

Next steps for work related to the Plan include:
• 6-12 Months - Initiate the short-term items as outlined in the Plan, draft Land Use Code changes, conduct
community outreach
• 6-12 Months - Planning and Zoning Commission Work Sessions (to be scheduled), Council Work Session
(to be scheduled), adoption of Land Use Code changes
CITY FINANCIAL IMPACTS
Funding has already been allocated for the development of the Plan and the Land Use Code update and
implementation taking place after adoption. That work will be conducted with the support of outside legal
counsel during Q4 2021 and Q1 2022.

BOARD / COMMISSION RECOMMENDATION
The progression of the Plan was presented at the March 26, May 14, and June 11 , 2021, Planning and Zoning
Commission Work Sessions. Additionally, the Plan progress and draft strategies were presented to the Golf
Board on April 14, 2021, and the Parks & Recreation Board on April 28 and May 26, 2021, both of which
expressed support for the Plan.
At the September 16, 2021, regular hearing, the Planning and Zoning Commission unanimously recommended
that Council adopt the Wireless Telecommunications Master Plan with the condition that the proposed
revisions documented in a Memorandum dated September 15, 2021 (Attachment 1), be incorporated into the
final draft prior to First Reading. The proposed revisions provided to the Planning and Zoning Commission
have been incorporated into the version of the Plan provided for Council consideration.
PUBLIC OUTREACH
Two in-person public meetings were held on March 10 and 11, 2020, to kick-off the project, obtain input on
priorities, address wireless conditions and review existing infrastructure in the City. The Plan process was
paused due to the rapid growth of COVID-19 infections in the community and the subsequent lockdo wn that
went into effect in March 2020. The Plan hiatus lasted until August 2020. When work resumed on the Plan, the
public outreach strategy changed to take place virtually for the remainder of the project.
A significant component of outreach for the pr oject was a survey which was conducted from mid-March -mid-
April 2021. The survey was geared towards interested stakeholders to offer input on their experiences and
opinions about the current state of wireless connectivity and aesthetics of the infrastruct ure in the City. The
City received over 300 responses to the survey the entirety of which can be reviewed in Appendix B of the
Plan. Poll results and commentary from participants affirmed the gaps in coverage and capacity identified in
the consultant’s analysis. An abbreviated summary of the survey results is listed below:
• Aesthetics in terms of height, color and appearance are of greatest importance to the community .
• 198 (81.5%) of respondents live and work in Fort Collins year-round.
• 209 (85.3%) respondents indicated the quality of wireless service is important to them.
• 238 respondents rely on their mobile device for personal use/entertainment; 177 also rely on it for work
and 41 of those polled rely on it for school.
• 105 (42.9%) respondents indicated their network coverage at home is poor; 26 (10.6%) indicated it was
excellent.
• 160 (67.8%) respondents indicated they would prefer taller facilities with multiple collocation possibilities as
opposed to shorter and potentially more towers.

• 229 (93.9%) respondents indicated they support locating concealed cell towers on City-owned property.

Recommended Revisions
During the Planning & Zoning Commission Work Session on Friday September 10th several revisions to
the Wireless Telecommunication Master Plan were requested by members of the Commission.
Additionally, staff is proposing additional changes based on stakeholder input received prior to the Work
Session. These changes are documented in the table below with an item-by-item summary of the
revisions including the revised language proposed by staff. Additionally, a question was posed by the
Commission about whether any direct reference to the Plan’s Glossary would be made in the Land Use
Code. It is anticipated that the definitions found in the Plan Glossary will incorporated into Land Use Code
Article 5 – Terms and Definitions as part of the subsequent Land Use Code changes that will be
conducted in Fall 2021/Winter 2022.

Staff wanted to inform the Commission that the Wireless Telecommunication Master Plan has been

Members of the Commission as well as the public are encouraged to provide questions and comments on
the Plan draft through Monday June 14th. Once the comment period closes staff will make revisions to the
draft based on the feedback received.
It is anticipated that staff will bring the Plan to the Planning & Zoning Commission hearing scheduled on
July 15th for discussion and recommendation. The Plan is tentatively scheduled for the City Council Work
Session on August 10th, and the Regular Session on September 7th.

o The Fort Collins Fun Disc Golf Club has close to 1000 members. The club
caters to beginners/casual players and aims to help grow the sport. They run
charity tournaments and have worked with the City of Ft. Collins to maintain the
disc golf courses in the past.
o They would like to work with the City to revamp the disc golf course at Edora. It
needs new baskets on some holes, replacement of missing holes, new map
design for the course, etc. They would also like to participate in the redesign of
the Edora disc golf course when that happens in the future.
o They are requesting the Board’s help in communicating with the City to get this
conversation started. They are ready and willing to fundraise and help with all
aspects of the improvements.
o The Board is in support of them and will pass concerns onto the Parks
Department.
5. APPROVAL OF MINUTES
Mike Tupa moved to accept minutes as presented, and Shari Heymann seconded.

Budgeting for Outcomes Update – Kendra Boot

There was continued discussion on the Safe Stop legislation, but

The Bike Advisory Committee is a subset of the transportation
committee.
x Civic Center Park Meeting - Mike Novell:
o The Civic Center Park is being designed by a 3rd party architect.
o They settled on a plan that centered on City Hall, and revamping
Washington Park.
o On a sidenote, Mike worked with the City Recreation staff, and mentioned
they are doing a great job!
9. OTHER BUSINESS
1. Recreation Update – Aaron Harris
o Recreation received $38K in funding from city council and grants
to offset childcare cost.
o Recreation is seeking $100K for the South East Community Center and pool, via
public outreach and a program plan in that is in place. The location of the center
has not been determined yet.
o The City Park pool opens this weekend. There is a national shortage of
lifeguards and childcare staff, the City is 40-50 staff short for these areas.
o EPIC ice rank is closed for repairs and maintenance this week but should be
done by this weekend.
2. Park Planning Update – Jen Torrey
o City Park construction on the restroom is finishing up, and open to the public.
They are finishing up the accessible parking around it also.
o The Bucking Horse Park Neighborhood meeting 2 is tomorrow night.

Forestry is partnering with neighboring communities to keep open
communication and similar messaging surrounding EAB issues.
It was confirmed that the urban canopy contains diverse trees, no
other tree species exceeds 10% of the total urban canopy of Ft.
Collins.
The Board is eager to help support Forestry with this process, by
writing a letter of support for more funding of this if deemed
necessary by Forestry in the future.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
ADOPTING THE CITY’S WIRELESS TELECOMMUNICATIONS
MASTER PLAN AS AN ELEMENT OF CITY PLAN
WHEREAS, wireless technology has permeated many aspects of daily life and has
become an essential tool for the public, for transportation and mobility, for the economic
vitality of the City, and for the efficient and effective provision of City and emergency
services; and
WHEREAS, the demand for increased wireless coverage and capacity within the City
will continue to grow; and
WHEREAS, City Plan Implementation Strategy SC-2b calls for the completion of a
wireless communications plan followed by Land Use Code amendments addressing the
design, location and required process for constructing for wireless telecommunication
facilities; and
WHEREAS, in response to City Plan Implementation Strategy SC-2b and after
extensive analysis and public outreach, City staff has completed the Wireless
Telecommunication Master Plan that assesses the current state of wireless facilities and guides
the future placement and expansion of wireless facilities and subsequent Land Use Code
amendments; and
WHEREAS, the Planning and Zoning Commission at its September 16, 2021, meeting
unanimously recommended that City Council adopt the Wireless Telecommunication Master
Plan; and
WHEREAS, the Wireless Telecommunication Master Plan is intended to be an
element of City Plan; and
WHEREAS, City Council finds that adoption of the Wireless Telecommunication
Master Plan as an element of City Plan in in the best interests of the citizens of Fort Collins.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
FORT COLLINS as follows:
Section 1. That the City Council hereby makes and adopts the determinations and
findings contained in the recitals set forth above.
Section 2. That City Council hereby adopts as an element of City Plan the Wireless
Telecommunications Master Plan attached hereto as Exhibit “A” and is incorporated in and
made a part of this Ordinance by reference.
