Re: Work Session Summary – July 27, 2021 RE: 24/7 Homeless Shelter Report
All Councilmembers were present, virtual and in person.
The purpose of this item was to share findings and recommendations from a report completed
by the City Manager’s temporary Homelessness Advisory Committee including an assessment
of future shelter needs (space and amenities), explored locations, ideas for mitigating impacts
and leveraging opportunities, suggested engagement strategies, and funding considerations.
General Feedback:
x Appreciation for valuable contribution of committee members
x Support for proposed public engagement next steps
o Include voices of people with lived experience and direct neighborhood outreach
o Important to raise awareness in the community about current conditions and the
need for 24/7 shelter, using accurate, timely, and data-driven information
x Support for “24/7 shelter-plus” model:
o Some Councilmembers stated preference to not limit to existing sites (public or
partner ownership) while others supported moving forward exploring those
known properties specifically at this time
o Think inclusively and orient towards the future and the resilience of our shelters
to make homelessness rare, brief, and non-recurring
Ensure future shelter (and co-located services/community amenities) is
highly coordinated with existing shelters and services as part of a holistic
spectrum of interventions
o Prioritize moving people out of homelessness, temporary shelter as a key step
o Be open to additional opportunities for locations that may organically arrive as we
support a community-wide dialogue
x Consider a possible expedited review process for this type of facility as part of updating
the Land Use Code
x Develop a full mitigation plan that can be part of any site, concurrently with other work,
including a general “Good Neighbor Agreement”, recognizing there may be additional
site-specific mitigations too
x Pursue federal funding opportunities

x Every person and identity is a priority in our community - City and partners committed to
enhancing the system with our community to work for everyone
Next Steps:
x City staff to co-lead engagement and outreach efforts with community partners
o Sharing current conditions and committee findings
o Storytelling about the need for and intention to develop 24/7 shelter
o Engaging the community in dialogue about how new 24/7 shelter (and co-located
services/community amenities) can be an asset that benefits all of Fort Collins
x Continue collaborative planning efforts with key partners and community leaders, with a
focus on locations where site control exists, while being open to other location
opportunities that may arise during community-wide engagement
o Feasibility, scoping services and amenities
o Scenarios for possible timelines, funding options, operational structure
o Sharing visuals and scenarios with the community for feedback
x Create mitigation plans, including a draft “Good Neighbor Agreement” for community
review and discussion, including with those accessing services
x Send updates to City Council via monthly homelessness memos
o Include requested Homeless Management Information System (HMIS)
demographic data and seasonal overflow shelter season plan for November
2021-April 2022
