Daggett, Legal SUBJECT Items Related to Appointments to Fill Key Vacancies Left by the Resignation of Mayor Pro Tem Stephens. EXECUTIVE SUMMARY A. Selection of new Mayor Pro Tem. B. Resolution 2021-005 Making Appointments to the Poudre Fire Authority Board, the North Front Range Metropolitan Planning Organization Planning Council, the General Employee’s Retirement Committee, and the Ad-Hoc Strategic Housing Committee. The purpose of the first item is to provide Council with an opportunity to select a new Mayor Pro Tem. The purpose of the second item is to fill vacant Councilmember seats on the Poudre Fire Authority Board, the North Front Range Metropolitan Planning Organization Planning Council, the General Employees’ Retirement Committee and the Ad-Hoc Strategic Housing Committee due to the resignation of former Mayor Pro Tem Kristin Stephens. STAFF RECOMMENDATION Staff recommends adoption of the Resolution. BACKGROUND / DISCUSSION The purpose of this item is to provide Council with the opportunity to select a new Mayor Pro Tem. In the past, this has been done by Councilmembers indicating their interest in the role, followed by motions and voting until a majority of Council has selected a new Mayor Pro Tem. This item also allows Council to appoint replacements for former Mayor Pro Tem Kristin Stephens to the Poudre Fire Authority Board, the North Front Range Metropolitan Planning Organization Planning Council, the General Employees’ Retirement Committee and the Ad-Hoc Strategic Housing Committee. These were determined to be critical appointments that needed to be filled as soon as possible either due to the need to have an experienced Councilmember in the role and/or due to pressing projects/workload that are underway. The majority of these appointments were made on May 21, 2019 through Resolution 2019-065. (Attachment 1) Mayor Pro Tem Stephens submitted a letter of resignation on November 30, 2020, effective at the end of December 2020, after she was elected to serve on the Larimer County Board of County Commissioners, beginning on January 12, 2021. The remaining vacancies in various board and commission liaison assignments, Council committees and other representative roles will be determined once a new Councilmember has been appointed to fill the District 4 vacancy. A separate Resolution will be presented to Council for these appointments. The Resolution attached includes blanks for each appointment that will need to be filled in with the name of the Agenda Item 15 Item # 15 Page 2 appointed Councilmember. ATTACHMENTS 1. Comments and discussion. •Motions to adopt the Resolution with blanks (for each appointment) to be filled in. •Motion and voting on an amendment filling in each blank until each appointment has been filled. •Vo te on Resolution with blanks filled in. 4 -1- RESOLUTION 2021-005 OF THE COUNCIL OF THE CITY OF FORT COLLINS MAKING APPOINTMENTS TO THE POUDRE FIRE AUTHORITY BOARD, THE NORTH FRONT RANGE METROPOLITAN PLANNING ORGANIZATION PLANNING COUNCIL, THE GENERAL EMPLOYEES’ RETIREMENT COMMITTEE AND THE AD-HOC STRATEGIC HOUSING COMMITTEE. WHEREAS, on November 30, 2020, former Mayor Pro Tem Kristin Stephens submitted a letter of resignation effective the end of December 2020, and upon her resignation vacated a number of appointments; and WHEREAS, certain of the roles in which Mayor Pro Tem Stephens had been serving will require experienced and active participation on behalf of the City during January; and WHEREAS, accordingly, the Council is moving forward to refill those key appointments immediately, as set forth below; and WHEREAS, the remaining vacancies left by the departure of Mayor Pro Tem Stephens will be refilled after the completion of the appointment of a new Councilmember to represent District 4. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT COLLINS, as follows: Section 1. That __________________________ is hereby appointed to serve on the Board of the Poudre Fire Authority. Section 2. That ____________________________ is hereby appointed to serve on the North Front Range Metropolitan Planning Organization Planning Council, and ___________________________ is hereby appointed to serve as the City’s alternate representative on said Planning Council. Section 3. That _____________________________ is hereby appointed to serve on the General Employees’ Retirement Committee. Section 4. That _______________________________ is hereby appointed to serve on the Council’s Ad-Hoc Strategic Housing Committee through April 6, 2021. Section 5.
