• CALL TO ORDER.
1. Housing Strategic Plan Update - Strategy Prioritization. (staff: Lindsay Ex, Meaghan Overton, Jackie
Kozak-Thiel, Caryn Champine; 15 minute presentation; 45 minute discussion)
The purpose of this item is to:
1. Briefly summarize progress the Housing Strategic Plan since the December 2020 Work Session.
2. Receive feedback on the initial set of prioritized strategies and the draft Housing Strategic Plan.
3. Begin a discussion on implementation with a focus on guiding principles that will support ongoing
prioritization and decision making.
4. Provide an update on the Ad Hoc Housing Committee’s work, including additional quicker wins.
5. Share next steps.
A read-before memo will be provided on January 26, 2021 that includes a draft summary of community
feedback on the initial set of priorities.

2. Council Priority: Reimagine Boards and Commissions. (staff: Elizabeth Blythe, Delynn Coldiron,
Carrie Daggett, Honore Depew; 15 minute presentation; 45 minute discussion)
The purpose of this item is to provide an update on progress made towards the Council priority to
Reimagine Boards and Commissions, based on previous direction, and seek direction on
implementation. Staff will share options for Code changes intended to reduce barriers to participation,
increase consistency and clarity, and avoid redundancy.
3. Oil and Gas Regulatory Siting Options. (staff: Kelly Smith, Caryn Champine; 15 minute presentation;
45 minute discussion)
The purpose of this item is to discuss regulatory options for siting new oil and gas development within
City limits. Per State statute, local regulations must match or exceed Colorado Oil and Gas
Conservation Commission (COGCC) requirements to ensure the protection of public health, safety,
welfare, the environment, and wildlife resources. The discussion will focus on various ways the City
could adopt more protective standards through different setback distances, zoning regulations, and a
combination thereof, and demonstrate how each scenario would influence where new development
could occur within the community. To help frame the discussion, a summary will be provided of recently
adopted COGCC setback rules, and feedback received through broad community engagement.
