This memorandum provides a summary of the discussion related to the May 25, 2021 Work Session
Item – Regional Reignite Strategic Plan.
Councilmembers Present: Mayor Arndt, Mayor Pro Tem Gorgol, Gutowsky, Pignataro,
Canonico, Peel, Ohlson
Presenting Staff: Jacqueline Kozak-Thiel and Josh Birks
DIRECTION SOUGHT:
1. Does Council have any questions about the City’s engagement in the regional recovery planning
process?
2. What challenges and/or opportunities does Council see in economic recovery?
DISCUSSION SUMMARY:
Council’s discussion covered the following points areas.
General Themes:
General appreciation for regional collaboration and work to date.
Like the focus on the challenges and opportunities.
Keep an eye on Federal Government funding and opportunities to coordinate regional with
intentional solutions.
Appreciate the recognition of the impacts on businesses of all sizes and industries.
Businesses found innovative ways to stay in business and keep doors open – plan should include
approached to support businesses keeping the things they tried and are working.
Areas of Improvement:
Include the Education to Employment pipeline and partnerships with Poudre School district and
Front Range Community College.
Consider including regional transit as an aspect of transportation infrastructure investment.
Consider evaluating the impact of additional people working remotely on the local economy.
Increase the emphasis in the plan on the K-Shaped recovery.
Concern about program redundancy and efficiency, how are we working on this regionally?
Consider exploring the connection between the challenges listed (especially affordable housing
and childcare) and continued economic growth.
More emphasis on making the economy “better” not “bigger.”
NEXT STEPS:
Finish draft plan and share with City Council via email – Mid-June.
Receive any feedback from Council to integrate into the plan – End of June.
Share final plan with Council – July.
The plan should be substantially complete in time to provide input into the City’s Recovery Plan.
FOLLOW-UP:
1. Council would like to see the draft plan when available.
2. Council would like to have a break down of the total cost of the plan, who has contributed and
how much. (See Table 1 below)
