EXECUTIVE SUMMARY The purpose of this item is to appropriate funds to hire a consultant to conduct public outreach that will be used to provide program plan services for the Southeast Community Innovation Center and Pool that was approved in the BOB 2 (Building on Basics) ballot measure in 2015. STAFF RECOMMENDATION Staff recommends adoption of the Ordinance on First Reading. BACKGROUND / DISCUSSION Construction of a Southeast Community Innovation Center and Pool was approved by voters in 2015 as part of the BOB 2 ballot measure. This center is scheduled for design in 2022, construction in 2023, and opening in 2024. Due to the unique purpose of this facility focusing on innovation, community center elements, and a leisure pool, conducting public outreach is crucial to ensuring the needs of the community are met. CITY FINANCIAL IMPACTS City resources would increase by $100,000. These funds would be draw n from BOB 2 sales tax proceeds. The funds will be spent by the Recreation Department to hire a consultant to accomplish this goal. PUBLIC OUTREACH If funded, public outreach will include reaching out to traditionally underrepresented groups of people , Parks and Recreation Board, Senior Advisory Board, and Youth Advisory Board. Additional public meetings will take place throughout the community. -1- ORDINANCE NO. 075, 2021 OF THE COUNCIL OF THE CITY OF FORT COLLINS APPROPRIATING PRIOR YEAR RESERVES IN THE COMMUNITY CAPITAL IMPROVEMENT PROGRAM FUND FOR PUBLIC ENGAGEMENT FOR THE SOUTHEAST COMMUNITY INNOVATION CENTER AND POOL WHEREAS, in April 2015, Fort Collins voters passed a ten-year quarter cent (.25%) sales tax renewal dedicated to community capital improvements, known as “Building on Basics” or “BOB”; and WHEREAS, in Resolution 2015-012, one of the projects the City Council specified would be funded with BOB proceeds is a southeast community center with an outdoor pool, focused on innovation, technology, art, recreation, and the creative process (the “Project”); and WHEREAS, the Project is scheduled to be designed in 2022, and Recreation staff wishes to use $100,000 of the BOB proceeds to engage an consultant to conduct public outreach that will be used to help develop a program plan for this unique facility; and WHEREAS, this appropriation benefits the public health, safety and welfare of the residents of Fort Collins and serves the public purpose of ensuring that the Project will be designed to best serve the needs of the community; and WHEREAS, Article V, Section 9 of the City Charter permits the City Council, upon the recommendation of the City Manager, to appropriate by ordinance at any time during the fiscal year such funds for expenditure as may be available from reserves accumulated in prior years, notwithstanding that such reserves were not previously appropriated; and WHEREAS, the City Manager has recommended the appropriation described herein and determined that this appropriation is available and previously unappropriated from the Community Capital Improvement Program Fund and will not cause the total amount appropriated in the Community Capital Improvement Program Fund to exceed the current estimate of actual and anticipated revenues to be received in that Fund during this fiscal year. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That the City Council hereby makes and adopts the determinations and findings contained in the recitals set forth above. Section 2.
