Resolution 2021-042 Making an Appointment to the Housing Catalyst Board of Directors.
EXECUTIVE SUMMARY
The purpose of this item is to appoint one individual to fill a vacancy on the Housing Catalyst Board of
Directors that exists due to the term expiration of a previous member.
STAFF RECOMMENDATION
Staff recommends adoption of the Resolution.
BACKGROUND / DISCUSSION
On Wednesday March 17, 2021, Councilmember Emily Gorgol interviewed three candidates for the vacancy on the
Housing Catalyst Board of Directors due to the expired term of Nicole Staudinger. Councilmem ber Gorgol
recommends the appointment of Lizette Mill to the Board with a term to begin immediately on April 20, 2021 and
expire December 31, 2024.

into the workings of Housing Catalyst as a Villages Ltd member. I believe thataffordable housing is a vital concern
for Fort Collins, and I'd like to contribute more directly to Housing Catalyst's mission.

I have attended several Housing Catalyst board meetings as a representative of the Villages Ltd board. I found the meetings
important and informativeon the affordable housing concerns facing Fort Collins. I have also attended area events sponsored

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1)The economic impacts of the pandemic can only increase the need for affordable housing in Fort Collins.
Housing Catalyst has been doing an amazing job managing the pandemic's impact on their existing operations
as well as working proactively with efforts that have arisen in response to the pandemic such as additional
housing vouchers. The board can help accelerate decisions and actions that Housing Catalyst can take
to expand their affordable housing units as quickly and broadly as possible while maintaining their
high standards.
2)Housing Catalyst is a leading light in affordable housing, not just in Colorado, but in the nation.
Housing Catalyst has been workinghard to set in place the mechanisms, processes and documentation to
ensure that its stellar success can survive the inevitable loss of keyplayers. The Housing Catalyst
board will need to continue supporting the organization's efforts in this area.
3)The availability of suitable sites will only become a greater challenge as the median sales price for
Fort Collins real estate continues torise. The board will need to support the organization in looking
for proactive and creative ways to ensure that affordable housing remainsa priority and a possibility
with the Fort Collins Growth Management Area.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
MAKING AN APPOINTMENT TO THE
HOUSING CATALYST BOARD OF DIRECTORS
WHEREAS, a vacancy currently exists on the Housing Catalyst Board of Directors due
to expiration of the term of Nicole Staudinger, and;
WHEREAS, the City Council desires to make an appointment to fill the vacancy which
exists on the Housing Catalyst Board.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
FORT COLLINS as follows:
Section 1. That the City Council hereby makes and adopts the determinations and
findings contained in the recitals set forth above.
Section 2. That the following named person is hereby appointed to fill the current
vacancy on the Housing Catalyst Board, with a term to begin immediately and to expire as set
forth below:
