RE: Work Session Summary – March 9, 2021 Re: E-Scooter/E-Bike Share Program
Summary
Staff appeared before City Council (Council) at the March 9, 2021 Work Session to inform Council on the
successes and challenges of the Bird electric scooter (e-scooter) share pilot program. Staff also informed
Council that the City, in partnership with Colorado State University (CSU), had selected a vendor in
February 2021 (Spin) to manage the 2021 combined e-scooter/e-bike share program and provided
Council with a description of key program focus areas. Staff also asked for Council input on the following:
1. Does City Council have any feedback on the pilot e-scooter program to date, with any
suggestions for refinement of the program as we move forward with a new vendor?
2. Does City Council support staff and CSU in exploring the expansion of operating hours to a
24/7 model with the new vendor?
3. Does City Council support the possibility of bringing back the bike library as part of the
program, likely focused on tourists, low-income users, and adaptive device users?
Council indicated majority support f or (1) moving forward with an e-scooter/e-bike share program
incorporating lessons learned from the e-scooter share pilot program, (2) allowing an expansion of
operating hours to 24/7 as long as it did not result in increased negative safety impacts , and (3) including
in the new program a Bike Library component.
Follow-Up Items
Councilmember Cunniff asked if any of the 5 scooter related crashes reported by the Fort Collins Police
Department resulted in injury. City staff followed up with appropriate City staff and confirmed the following:
Of the 5 reported scooter related injuries, 3 were designated as resulting in no injury, 1 was
designated as a non-incapacitating injury, and 1 as resulting in a complaint of injury. None of the
injuries were related to Bird e-scooters (see crash report attached).
Councilmember Cunniff also suggested that City staff investigate whether it is possible to detect whether
e-bikes and e-scooters are being ridden in a manner that suggests intoxication. City staff inquired with Spin
who provided the following response:
The Spin app helps prevent drunk riders from riding devices by requiring potential riders to pass a
test designed to measure the effect of alcohol impairment. The Spin app reaction time test is
triggered for riders in suspected scenarios based on time of day and region. If the test shows that
their reaction is delayed significantly compared to what is statistically expected for a sober person,
the Spin app warns riders that they may not be fit to ride and blocks them from starting a ride.
Mayor Troxell asked that FC Moves staff investigate integrating air mobility into the FC Moves work plan
moving forward. City staff are investigating possibilities and coordinating internally.
