Resolution 2021-029 Making Appointments to the Parking Advisory Board of the City of Fort Collins.
EXECUTIVE SUMMARY
The purpose of this Resolution is to make appointments to the Parking Advisory Board.
STAFF RECOMMENDATION
Staff recommends adoption of the Resolution.
BACKGROUND / DISCUSSION
Councilmember Summers interviewed applicants to fill two vacancies on the Parking Advisory Board due to
the term expiration of Barbara Wilkins and resignation of Austin Hoenig. Councilmember Summers is
recommending reappointing Barbara Wilkins and appointing Lauren Skinner. These appointments will begin
immediately and expire on December 31, 2024.

Recent and/or relevant work experience (please include dates) I work in the downtown area which give me
good insight into our parking problems and have supported the use of our parking garage. I've been on the
parking board for the last 3 years along with working with the dda/dba to promote and improve our downtown.
Recent and/or relevant volunteer experience (please include dates) I've been on the city's parking board committee
and also president of a self-managed hoa for many years which dealt with parking and member issues.

Why do you want to become a member of this particular board or commission? Parking is important
for economic growth and to maintain harmony in a community. I want to use my past board experience towards
achieving these goals by creating good parking policies that benefit our city.

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1)Need to look into building codes with regard to parking requirements
2)About 2-3 years ago, there was a decision to change enforcement hours and signage, this hasn't occurred
which allows a continuation of current behavior.
3)Convenient parking spaces and garages for people working downtown. New Belgium employees have remarked
about the difficulty of this situation with all the new developments where they currently work.

many years and am familiar with city ordinances and policies.
Recent and/or relevant volunteer experience (please include dates) I have been volunteering baking services
within the Westwood community since the start of covid. All other community activities are currently not operating
due to restructions.

Why do you want to become a member of this particular board or commission? I work in Old Town and
have seen many issues arise that I believe are more than manageable with the correct tools. I love our City and
want to see it improve.

Briefly explain what you believe are the three most important issues facing this board or commission, and how do you
believe this board or commission should address each issue?
1)Development of available parking structures for residents/development of a residential parking pass.Affordable
and available parking continues to be an issue within the city limits. Without delving too deeply,
I believe that residents of the city should get first chance at available permit only parking spaces.
Many permit only spaces are currently held by non residents or part time students. In addition I believe
that certain spaces could be better used/repurposed for parking availability. In tandem with re evaluating
the permit spaces and their usage I believe this could provide reflief.
2)Overnight parking enforcement Overnight parking is outlawed in nearly all public spaces in Fort Collins,
however no entity exists after 6pm to enforce this law, spare the city police. I believe there should
be an entity assigned soley to this task to minimize the tax on law enforcement, and ensure open public
spaces.
3)Disabled access Many places in Fort Collins still do not have accessible handicapped parking. I believe
we could provide a grant or tax incentive to help encourage private businesses to install proper access.

RESOLUTION 2021-029
OF THE COUNCIL OF THE CITY OF FORT COLLINS
MAKING APPOINTMENTS TO THE PARKING ADVISORY BOARD OF THE
CITY OF FORT COLLINS
WHEREAS, vacancies currently exist on the Parking Advisory Board due to a term
expiration of Barbra Wilkins and resignation of Austin Hoenig; and
WHEREAS, the City Council desires to make appointments to fill these vacancies.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
FORT COLLINS as follows:
Section 1. That the City Council hereby makes and adopts the determinations and
findings contained in the recitals set forth above.
Section 2. That the following named persons are hereby appointed to fill the current
vacancies on the Parking Advisory Board, with terms to begin immediately and to expire as set
forth after each name:

Passed and adopted at a regular meeting of the Council of the City of Fort Collins this
