CALL TO ORDER.
1. Exterior Lighting Code Update. (staff: Kelly Smith, Paul Sizemore; 15 minute presentation; 45 minute
discussion)
The purpose of this item is to discuss changes to the Exterior Lighting Standards in the City’s Land
Use Code for new commercial and multi-family development projects. The goals of the code update
are to ensure adequate light levels for safety and commerce; update technical criteria to align with
current industry metrics; better control the various aspects of light pollution (overlighting, glare, light
trespass); and require contextually appropriate lighting plans that result in lower lighting in areas with
lower nighttime activity (Natural Areas and residential areas), and higher lighting levels in areas with
higher nighttime activity (Downtown and commercial corridors).
2. Visit Fort Collins Update and Tourism Business Improvement District. (staff: Cynthia Eichler; Two
10- minute presentations; 45 minute discussion)
The purpose of this item is to provide an update on Visit Fort Collins, COVID-19 impacts to the travel
and tourism industry, the Destination Master Plan, and to discuss the opportunity of additional funding
through the creation of a Tourism Business Improvement District.
Cynthia Eichler, Visit Fort Collins President and CEO will be presenting along with a consultant.
