CALL TO ORDER a. Terry Schlicting called to order at 12:27pm 2. ROLL CALL a. Present: Terry Schlicting, Mandy Morgan, Sherri Reichow (remote), Marilee Boylan (remote), Davina Lau, Anna Makovec-Fuller (remote) b. Board Members Absent: None c. Staff Members Present: Carol Thomas d. Guests: None 1. AGENDA REVIEW 2. WELCOME NEW MEMBERS Welcome Anna Makovec-Fuller and Davina Lau 3. APPROVAL OF MINUTES • October 10, 2019: Terry moved to approve, Marilee 2nd, none opposed • November 14, 2019: Marilee moved to approve with changes noted in January minutes, Terry seconded, none opposed. • January 9, 2020: Terry moved to approve, Marilee seconded, none opposed. 4. PUBLIC PARTICIPATION - None 5. NEW BUSINESS a. Community Recognition Awards  Can delay, postpone or cancel, in light of COVID-19 health concerns.  Discussion of hosting a virtual event. Terry: event is a luncheon, so should cancel if only virtual. Mandy: would be disingenuous, not the same intent.  Board and Commission budgets are frozen right now.  Discussion of postponing until Spring. Sherri: concern that postponing until Spring will compress time between then and next event in Fall.  Terry moved to postpone indefinitely, until it is safe for folks to gather in groups, Marilee seconded, none opposed.  Discussion about recognizing past COD members at Community Recognition Awards (CRA) event. This will be revisited when CRA is resumed. b. Sherri announced that she has moved to Denver and is resigning from the COD; this is her last meeting. Sherri’s extensive service over the years was recognized. The COD appreciates all of her work; she will be missed. Carol confirmed that she notified Elizabeth Blythe of Sherri’s resignation; the City Clerk’s Office will determine if/when Sherri’s vacancy will be filled. COD still has a quorum if all members are present. 6. UNFINISHED BUSINESS a. Do City volunteers get free rides w/City ID on Dial-A-Ride (DAR) as well as Transfort’s (TF) fixed routes?  Carol will check again with Dave Mullin, TF Operations Manager.  Are there currently transportation issues or concerns for people with disabilities, during COVID restrictions?  How many people are currently using DAR?  Carol will ask TF for DAR ridership data.  Super Issues has previously been as needed to bring all boards and commissions together to address issues that affect multiple boards  Now will be scheduled quarterly to address larger issues b. 301 E Harmony - sidewalk continuation to College Ave  Deadline in May 2020 for developer answer or will need to extend contract  N College from Cherry to Vine – no sidewalk; any plans?  Carol will invite Rob Mosbey to August Meeting to provide updates. c. Northern Hotel and Downtown accessible parking spaces  What is the status of these parking issues?  Carol will invite Eric Keselburg to August Meeting to provide updates. d. COVID-related accessibility issues  Face covering issues for some  Terry: make sure restrooms are accessible at CSU while facilities are shut down Thursday, July 9, 2020 at 12:15-2:15 p.m. CIC Room, City Hall, 300 LaPorte Avenue and Zoom Remote 07/9/2020 – MINUTES Page 3 COMMISSION ON DISABILITIES (COD) REGULAR MEETING – Contact: Carol Thomas, Equal Opportunity & Compliance Manager – 416-4254  Mandy: door access at Foothills Mall – not accessible  Mandy: some of her friends experienced safety concerns with navigating river at Poudre River Whitewater Park. Clarification that concerns are not accessibility-related – even though park is accessible, that may not eliminate safety concerns.  Concern that some outdoor temporary eating spaces are not accessible. COD will send memo to Council to remind businesses they need to make these spaces accessible. Terry will draft the memo for COD review. e. COD Meetings – remote vs. in-person  Hybrid meetings present technical challenges  Discussion on pros and cons of meeting remotely or in-person  Terry moved to only have remote meetings for now; Sherri seconded, none opposed. 7.
