Aaron Rodriguez called the meeting to order at 5:35 p.m. 2. ROLL CALL Board Members Present: Aaron Rodriguez, Dennis Hanno, Mark Partridge, Melissa Rosas, Sally Harris Absent: Cassandra Moore Staff Present: Jenny Lopez-Filkins, Adam McCambridge, Christine Macrina Guest: Joel 3. AGENDA REVIEW – no changes 4. CITIZEN PARTICIPATION - none 5. APPROVAL OF MINUTES Mark Partridge mentioned he was glad to comments were captured from the participants. Mark moved to approve the minutes of August 12, 2020; Sally Harris seconded the motion. Vote roll call: Dennis Hanno – Aye, Mark Partridge – Aye Melissa Rosas – Aye Sally Harris - Aye Aaron – Aye Motion passed 6. UNFINISHED BUSINESS a. The sub-committee has the case files for PSU 2020-042 and will be scheduling a time to review. A survey sent to subcommittee for September 13 or 14, 2020. Aaron asked what would be needed for a remote subcommittee that would accommodate an executive session. Jenny or Christine could set up 2 meetings. Williams emails – written complaint filed case number PSU 2020-017 •Stephen Fowler Civilian Review Board at the Office of Equity and Civil Rights in Baltimore, Maryland – requests budget info •L. Powers – requested info about applying for the board c.D. Williams – A formal written complaint filed after the verbal complaint. Can the board review this type of case? Aaron asked the board if a review was needed of City Code regarding what types of complaints CRB can review and are changes needed to CRB website. Jenny shared her screen to show Division 8 – Citizen Review Board Sec. 2-139.3 and mentioned Division 8 was also contained in the CRB Binder. In Paragraph 2 section 3 after the case has been investigated by Police Services. The City Manager and the Chief of Police have the authority to refer the case to the CRB. •D Williams filed decent amount of evidence and was in within the 1-year requirement. Mr. Williams sent information via email, but this information has not yet been shared with Internal Affairs. Adam McCambridge stated that the intent was once internal affairs received the request, the case would be prepared for CRB. We need the trigger to make that occur. d.Aaron Rodriguez asked the board to be prepared to discuss 2021 work plan at the October meeting. Asked if the board would be interested in training regarding reviewing investigations and what process could be improved. If the board were interested, it would not be done until 2021. Discussion of Incident Investigation procedures and if we want to create a template for our sub-committees to follow with follow up procedures. Adam McCambridge asked if there was any information out about new members, Melissa’s term will expire 12/31/20. Aaron Rodriguez stated that it takes about 2 months before reappointment. Joel (our guest) shared that he would like to apply. g. Adam asked what kind of training the board would like to see. Would it be helpful for new members to have an overview of police services? It would take about 30 to 40 minutes to familiarize the board. Aaron agreed this would be a good idea. h. Aaron asked Sally if they could review workplan for 2020 and if there were items unable to attend to in 2020. 1. New board members should be given training for mock subcommittee meeting and file review 2. Defensive Tactics 3. Mental Health 4. 3 months less lethal and best broken into separate trainings. Could training be scheduled in October and November, an overview in October. In November some defensive and less lethal training. Mark Partridge let the board know that he will be out of town for the next meeting on October 8. 8. BOARD MEMBER REPORTS – None 9. OTHER BUSINESS – None 10. ADJOURNMENT – Dennis Hanno moved to adjourn the meeting; Melissa Rosas seconded. Aaron adjourned the meeting at 6:07
