5. APPROVAL OF MINUTES
• Harry moved and Karen seconded a motion to approve the December 16, 2019
minutes. Motion passed, 4-0-1.

6. UNFINISHED BUSINESS
a. 2019 Annual Report, 5:45-6:00
• The Board briefly reviewed edits made to the 2019 Annual Report.
• Harry moved and Karen seconded a motion to approve the 2019 Annual Report.
Motion passed, 5-0-0.
Staff Follow-Up: Cassie will finalize the Report and submit it.
b. Board/Council Priorities, 6:00-7:45
Jakob Lindaas, Chair, led a discussion regarding the development of a Council memo
summarizing Board priorities and alignment with Council priorities.
• Major priorities outlined in the memo include:
− Enhanced air quality monitoring
− Identifying gaps in climate education at the City-level
− Quantifying transportation emissions
− Radon mitigation
• The Board discussed ways to improve public messaging related to emissions
including the use of educational forums, incentives, posters and stickers, private
sponsorship of signage, and surveys to determine the most effective messaging
methods. The following were identified as priorities:
− Explore currently available educational options
− Harmonization with programs already in place (Parks & Recreation, etc.)
− Look to other similar communities for ideas and best practices
− More climate-related educational events that children attend
− Working with the Youth Advisory Board to gain support and advocacy
Staff Follow-Up: Cassie will invite a staff member from the Climate Action Program to speak
with the Board. This program has a lot of momentum in their (SHIFT) messaging program.
• Board members discussed ways to better quantify transportation emissions including
the use of the Transportation Air Quality Impacts Guidance Manual. The Board
specified that value could be added by identifying the precise tradeoffs between
different transportation options.

• The Board discussed enhancing air quality monitoring and would like the City to
prioritize leading regional and state partners in finding ways to reduce emissions.
Specifically, members would like Fort Collins to represent itself on the Air Quality
Control Commission and participate in the stakeholder process of air quality
regulations and legislation.
• No modifications were made to the portion of the memo discussing radon mitigation.
• Matt moved and Harry seconded a motion to adopt the intent of the AQAB Priorities
2020 memo as it currently stands, pending final administrative updates. Motion
passed, 5-0-0.
7. NEW BUSINESS
a. Issue Index Overview, Agenda Planning (tabled due to time limitations)
Cassie Archuleta, Air Quality Program Manager, planned to provide an updated issue
index and 2020 agenda planning calendar for discussion; however, this agenda topic
was tabled due to time limitations.
8. BOARD MEMBER AND STAFF REPORTS
STAFF
• A Superboard meeting will be held in February to discuss zoning and setbacks, and
the reimagination of City boards. AQAB members are encouraged to engage in these
discussions.
BOARD
• Matt noted that recently drafted legislature indicates that stricter regulations on
monitoring and controlling oil and gas emissions may be imposed.
• Jakob noted that CSU is partnering with high school students to hold a climate
conference in April. The City will hold a round table discussion with students after;
Jakob will provide updates on the event.
• On 1/8/20, the Clean Future Act was released, which includes legislation for
nationwide carbon goals and a 100% clean economy by 2050. Matt will forward
information to the Board.
• Dan noted that Air Quality Awareness Week 2020 will be held during the last week of
April through the first week in May. He asked Board members to relay information
about relevant events to him, as he’d like to attend to represent CDPHE.
