HomeMy WebLinkAboutHuman Relations Commission - Minutes - 08/13/20151 City of Fort Collins Human Relations Commission Meeting Minutes August 13, 2015, 5:30 p.m. Location: CIC Room, City Hall West, 300 Laporte Avenue, Fort Collins, Colorado 80521 Council Liaison: Councilmember Bob Overbeck Staff Liaison: Beth Sowder Recorder: Michele Scalva Present: Myles Crane, Colleen Conway, Christine Hays, Preety Sathe and Mary Vivo Absent: Joseph D. Leske, Jimena Sagas, and Victor Smith Guest Presenters and Citizens: Seth Larson, City of Fort Collins Downtown Plan and citizen guests Sarah Brewster, Wyoming Air Guard Human Resources Advisor and Brittiany and Aaron Hoagland CALL TO ORDER The meeting commenced at 5:30 p.m. GUEST SPEAKER PRESENTATION – Seth Lorson, Downtown Plan Presentation update on the planned downtown changes. Content available at: www.fcgov.com/downtown. Seth will also email his presentation to the Commissioners. Downtown’s emerging priorities were shared and discussed. PUBLIC INPUT: Brittiany Hoagland read a statement requesting the HRC to provide direction to Council for changing the Fort Collins public indecency ordinance. A copy of Ms. Hoagland’s statement was provided to the Meeting Highlights Summary 1. Seth Lorson, City Planner, presented the second phase of the Downtown Plan and welcomed the HRC's future input. 2. Christine Hays delivered a written summary on the 15-month series of Mental Health Forums; it was approved by the HRC for presentation to Council and other appropriate parties. The report is also attached to this email. 3. Commissioners signed certificates of appreciation for the Mental Health Forum presenters and others who contributed significantly to the program's success. 4. Mary Vivo confirmed arrangements for Fort Collins Police Services to provide the annual training for the Citizen Liaison Program at the September 10th meeting. 5. Publicizing the HRC Awards Ceremony was discussed. Staff Liaison Sowder will coordinate adding the information to the City's website. 6. Commissioners voted to adjourn early to enable members to attend the town hall meeting regarding proposed plans to address disturbances in the downtown business area. 2 Commissioners via email. Q & A: • Concern is gender equality. • Boulder, Denver, Idaho Springs and the State of Colorado have already resolved with ordinance changes. Sarah Brewster, Wyoming Air Guard Human Resources Advisor introduced herself and professional role. AGENDA REVIEW Agenda reviewed by Vice Chair Conway. A motion to move the vote on early adjournment to be immediately was unanimously approved. Motion to adjourn at 6:45 p.m. in order to attend the Town Hall meeting was unanimously approved. APPROVAL OF MINUTES The July meeting minutes were approved unanimously. BUDGET REPORT Budget report from Liaison Sowder; current balance of $1,282.99 was approved unanimously. OLD BUSINESS Review and confirm MH summary report: Commissioner Hays provided a hand-out; the report was unanimously approved for distribution and to be added to the HRC website. Sign MH speaker certificates: Certificates are at Liaison Sowder’s office to be signed. Commissioner Crane will hand-deliver. Citizen Liaison Training: Training scheduled for September with the Fort Collins Police Department. HRA status update: Award information will be shared when distributing the MH Forum Report to community entities. Liaison Sowder is checking ways the City can assist with publicizing. NEW BUSINESS HRC Response to Council re: Dr. Hurd’s Tres Colonies research: Tabled to September. HRC 2016 Work Plan coordination with Council Work Plan: Tabled to September. Other per commissioners: Request to review the budget at future meeting. Request to review Brittiany Hoagland’s input and formulate a response. STANDING COMMITTEE AND LIAISON REPORTS Executive Committee (EC): ACLU report sent via email by Vice Chair Conway. Government Relations Committee (GR): No update. Educational Outreach Committee (EOC): No update. Media & Community Recognition Committee (M&CR): Update sent via email by Commissioner Crane. 3 UPCOMING Events/Announcements Department of Social Sustainability announcements: Multicultural Retreat accepted attendees have shared excitement about opportunity with City Staff. Commissioner Crane is attending. Per Commissioners: CASA will hold a Wine, Women and Shoes fundraising event on Friday, September 18th at the Fort Collins Marriot.
