Activity
The Energy Board held:
11 Regular monthly meetings

Highlighted Issues
There were several items that were discussed multiple times by the board:
1. The Budget and the BFO Process. The board set a priority to engage in the budget
process early and to make our recommendations known to City Council in an effective and
timely manner:
a. BFO Process Presentation (Feb)
b. BFO Draft Offers (Apr)
c. BFO 2nd Round Draft Offers (Jun)
d. BFO Energy Board Recommendations (Sep)
e. BFO Energy Board Recommendations reiterated (Oct)
f. Energy Board public comment to City Council (Oct 16)
2. 100% Renewable Electricity Goal. This proposal was brought to the board at the request
of City Council, and debated at multiple board meetings:
a. 100% RE Goal Analysis (Jun)
b. 100% RE continued discussion (Aug work session)
c. 100% RE Proposal Recommendation
d. Energy Board public comment to City Council in support of the proposal (Oct 2)

3. Roundhouse Project and the Transmission Easement. This project is of obvious
interest to the board:
a. Roundhouse Transmission Line over Meadow Springs Ranch (Apr w/ Water Board)
b. Transmission Line Siting Plan (Aug w/ Water Board/NRAB/LCSB)
c. Energy Board Recommendation (Nov)
d. Memo to City Council Liaison in support of the proposed easement (Nov 13)
Formal Actions
The Board took the following actions in 2018 at the meetings noted:
1. Voted to support staff’s recommendation to skip the 2018 Building Code update. (Jan)
2. Expressed support for an off-cycle appropriation to fund the three L&P infrastructure
projects. (Jun)
3. Submitted our Periodic Review Questionnaire and discussed with our Council Liaison
(Aug)
4. Recommended City Council adopt the 100% RE resolution as written by staff. (Sep)
5. Voted to support the tiered rate extension for customers enrolled in manually-read metering
services. (Sep)
6. Supported inclusion of an additional 0.63% electric rate increase in 2019 (5.63% total) to
fund the proposed CAP offers. (Sep)
7. Recommended to Council to fund the Light and Power Training Field out of the Light and
Power reserves. (Sep)
8. Recommended the adoption of the 2018 International Building Codes and References,
while striking the allowance of a .32 window U-value for existing homes, and including a
provision requiring commercial new-construction to install EV readiness infrastructure.
Additionally, the board believed these codes are insufficiently ambitious to meet the City’s
Climate Action Plan goals. (Oct)
9. Voted to support a 5% rate increase, as proposed by staff, plus an additional 0.63% to
support the enhancement CAP offer package, allowing the City to meet its 2020 CAP
goals. Furthermore, the Energy Board did not support cutting funding for capital
infrastructure to support the optional CAP offer package. (Oct)
10. Requested the Energy Board Chair to write a memo in support of the Roundhouse
Renewable Energy project. (Nov)
11. Supported the proposed revisions to City Code related to Light & Power topics. (Nov)
12. Recommended City Council’s adoption of a Building Energy and Water Scoring Ordinance
that requires building owners to benchmark and report energy and water data to the city.
