AGENDA REVIEW • Arsineh reviewed the evening’s agenda. 4. PUBLIC PARTICIPATION • N/A 5. APPROVAL OF MINUTES • Harry moved and Greg seconded a motion to approve the March 19, 2019 minutes as revised. Motion passed, 6-0-0. 6. UNFINISHED BUSINESS AIR QUALITY ADVISORY BOARD TYPE OF MEETING – REGULAR 5/20/19 – MINUTES Page 2 • N/A 7. NEW BUSINESS a. Operations Center Tour, 6:00 – 7:15 The Board toured the City of Fort Collins Traffic Operations Center (2019 Work Plan Item #7). Joe Olson provided an overview of the City’s Advanced Traffic Management System which collects real-time data via cameras and sensors throughout the City to monitor traffic and minimize delays. This responsive system uses on-the-fly data analysis to improve traffic flow by modifying signal timing, therefore reducing congestion, idle time and vehicular emissions. The system is smart transportation-ready and provides comprehensive modeling programs to make improvements to roads and intersections and better plan for the future. 8. BOARD MEMBER AND STAFF REPORTS Staff Report • City Council discussed a total of 22 air quality-related issues at their annual retreat. Radon was identified as a key priority (based on an AQAB memo), as were the reduction of ozone precursors and microparticulates, and oil and gas operations. Key priorities are currently at the policy-level discussion phase and are not yet implementation-ready. Staff Follow-Up: Cassie will send a list of Council priorities to the Board for discussion during the June meeting. • Larimer County is setting up an oil and gas task force; Arsineh was selected to participate. • City Staff are currently working on outreach materials to better inform citizens as to how they can protect themselves from wildfire smoke. • The AQAB has a new Council Liaison, Julie Pignataro. The Board will request her attendance at the June or July meeting to discuss her perspective on key air quality issues. Member Reports • Matt attended the most recent RAQC Stationary Sources meeting at which an upcoming CDPHE study to quantify VOC emissions from the marijuana processing industry and SB 181 were discussed. • Jason inquired if another AQAB member would be interested in dividing the role of member on the Bicycle Advisory Board. Jakob expressed interest and Jason will verify that dividing the role will acceptable. • Harry noted that the Air and Waste Management Association is currently offering a AIR QUALITY ADVISORY BOARD TYPE OF MEETING – REGULAR 5/20/19 – MINUTES Page 3 series of comprehensive webinars on stack testing. They can be accessed via the AWMA website. 9. OTHER BUSINESS • The Board would like City Staff to provide an overview of the bills that are currently in State legislature that relate to air quality and how they might affect the CAP.
