CULTURAL RESOURCES BOARD MINUTES Regular Meeting – Thursday, March 22, 2018 12:00 p.m. Lincoln Center, 417 W. Magnolia Street, Fort Collins, CO 80521 Council Liaison: Mayor Wade Troxell Staff Liaison: Vincent Kitch Chairperson: Steven Sorenson Email: ssorensen@belisimoinc.com Vice Chairperson: Will Flowers A regular meeting of the Cultural Resources Board was held on Thursday, March 22, 2018 at 12:00 p.m. The following members were present: Board Members present: Will Flowers, Tedi Cox, Vicki Fogel Mykles, Amy Cervenan Board Members absent: Jane Folsom, Steven Sorensen, Jesse Solomon Staff Members present:Vincent Kitch, Megan Kelley Guests present: None. I. Call to Order: 12:01 p.m. – Mr. Flowers II. Consideration of agenda: no changes III. Consideration and approval of the minutes from February 13, 2018. Ms. Cervenan made a motion to accept the minutes as amended. Ms. Cox seconded the motion. The motion passed unanimously. IV. Public Input: none. V. 2018 Revised Work Plan The Board reviewed the revised Work Plan. Consideration and approval of the revised 2018 Work Plan. Director Kitch received a message from the City Clerk’s that after reviewing the annual work plan, the Mayor asked for a couple items to be added to it. Ms. Cox made a motion to accept the revised Work Plan. Ms. Fogel Mykles seconded the motion. The motion passed unanimously. VI. Fort Fund Cultural Arts Funding Program Mr. Kitch discussed some questions and concerns from some Board member for reviewing Fort Fund applications. During this time the Board asked for more clarification on this topic. Key items included: o Moving into next month, there will be a large number of applications so being prepared is key. o With the new programs, there are some slightly new ways you need to approach evaluating them. o Board members need to be familiar with and use the review criteria for the programs. o In April, we just have 2 categories - Organizational Support and Project Support. o Board members need to declare any conflict of interest. If board members have a conflict with any applicant, they must declare and recuse themselves from the evaluation. Members with conflicts of interest are not allowed to score or make comments on the application during our discussion. o Apply the printed guidelines consistently and based on what the priorities of the programs. Board members should not use their own personal bias or the philosophies from the old programs in the review of applications. o Board members should be consistent in their scoring and make sure they align with the criteria. CuRB will be provided updated score sheets with the review materials. VII. Directors Report – Vincent Kitch FoCo Creates Updates and Next Steps ACMP – The Consultant will be in town this month 3/28-29. We are having a number of conversations around public art, facility needs, and doing a listening session at the Sr. Center. There won’t be any FoCo activities in April but in May and June we are planning community outreach sessions across the city including ones in Spanish, Chinese, Korean, and a couple focused on the Jewish and Muslim communities. Department Updates Cultural Services currently has a number of positions we are filling at Lincoln Center and in the APP/Visual art areas. We are continuing our discussion with Recreation to begin having them schedule arts classes at CCC. Classes will begin this summer and we hope this is a great partnership. We are also working with ways to offer special discounts to people at the Senior Center for shows at Lincoln Center and special events at FCMoD. We hope those will begin late summer early Fall. Public Art/Visual Art - We have a new large piece going in at Riverside and Mulberry. Artist Robert Tully worked with the project team to develop the Mulberry Gateway project. The proposed sculptures will serve as a gateway to Fort Collins. The artwork will be a series of sandstone sculptures with colored-metal accents, that will be illuminated for a nighttime presence. Lincoln Center – Continues to be selling a tremendous amount of tickets. This may be another record breaking year. Jack is already working on next season and we will be replacing the seats this summer. Gardens - Construction at the gardens is really going now. The stage and sound walls are going up and there is a lot of grading done and placement of rocks, etc. A number of trees were planted from the old CSU stadium so it looks quite different now. The Gardens fundraiser Blossoms and Butterflies takes place April 4-7 at the CCC. May Director Kitch is focused on getting ready for the BFO process. Staff is currently reconciling all the Fort Fund monies and making sure they all roll over, etc. Our budget line item for grants in 2017 and 2018 was/is $300,000 He met with a new group in town, FoCo Speaks out. They are doing a series of public events rooted in arts and cultural performance and participation centered on social justice issues. I have materials for you. Looking Ahead  April 6 & 7 - Creative Placemaking Leadership Summits & Exchanges - Denver  April 13 - CBCA Workshop in Fort Collins - Colorado Attorneys for the Arts  April 27 & 28 - FoCoMX 2018 – Fort Collins Music eXperiment (10th Anniversary)  May 10-11 - Colorado Creative Summit - Greeley, CO  June 15 - 17 - Americans for the Arts 2018 - National Convention - Denver  June/September – Possible CuRB annual retreat VIII. Other Business: Ms. Cervenan attended the Symphony’s Legends & Lore performance on March 3, 2018. Ms. Cervenan attended Classical Revolution’s Color of Change performance on February 3, 2018. Ms. Kelley passed around the Museum of Discovery’s Celebration of Gratitude invitation to the Board. Ms. Kelley notified the Board of her resignation from the Cultural Services Department and the City of Fort Collins. Her last day will be April 13, 2018. VIII.
