YOUTH ADVISORY BOARD
REGULAR MEETING
Wednesday, February 13, 2019
North Aztlan Center, Room 103
1. CALL TO ORDER
The meeting was called to order by Emily Winn at 5:35 pm.
2. ROLL CALL
a. Emily Winn, Vivian Bear, Suhaas Narayanan, Milan Khosla, Kaustubh Kaushik
b. Members Absent – Katie Ko, Sam Hammock
c. Staff Present - Tim Stabbe (Senior Supervisor Recreation), Tessa Greegor (FC
Bikes)
d. Community Members Present - James Zheng (Fossil Rigde HS Student,
COYAC)
3. AGENDA REVIEW – none
4. COMMUNITY PARTICIPATION
a. Tessa Greegor (FC Bikes)
• Discussed e-bikes on paved FC trails. Currently Fort Collins restricts the use of e-
bikes. Proposal will go to City Council on March 5th, 2019.
• Education and outreach will occur for a year before action is taken on issue.
• Vivian Bear - How will we restrict people based on age and safety regulations?
o Trail speed limits
o No mandatory licensing program currently for e-bikes
• Emily Winn - What caused the need for this discussion?
o Increase in use of e-bikes across the country
o Change in the state law (Fort Collins is one of the only towns that doesn’t
allow e-bikes on trails)
• Discussion
o E-bikes seem like a good way for students to go longer distances quicker and
easier
o There are a lot of other communities that have lifted regulations and there
doesn’t seem to be many safety concerns.
• Bear motions to support e-bikes in the future. Khosla seconds. The motion passes
unanimously.

b. James Zheng (Colorado Youth Advisory Council)
• COYAC is a youth advisory commission for the state of Colorado. This year is a
transitional year and they are trying to reach the 35 different senate districts.
• COYAC is creating a committee to discuss different policies to present to the State
Council.

▪ Substance Abuse Committee
• Contact James Zheng if you are interested in joining the committee.
5. APPROVAL OF MINUTES - Postponed until next meeting when Secretary Sam Hammock
is present.
6. UNFINISHED BUSINESS
• City Council Meeting Calendar: No YAB members attended City Council meetings
in the month of January.
• Community Chalkboard
▪ Unveiling March 2nd, 2019 at 9am. The Mayor and the City Manager will be
attending.
▪ Construction will take place on February 23rd at EPIC.
• National League of Cities
▪ Narayanan and Kaushik will be attending.
▪ Meeting with Mayor Troxell next Monday to go over logistics.

Motion to adjourn made by Bear at 6:25 pm, seconded by Khosla. Motion unanimously
passed.
