In 2018, the Planning and Zoning Board held 12 regular hearings and 2 special hearings, acting on an average of 4-5 items per meeting. The agendas ranged from 1 to 9 items. The Board also held 12 work sessions. One board member resigned in May, and the vacancy was filled by a newly appointed board member in June. The 2018 workload for the Planning & Zoning Board was generally comparable to the two prior years. The board reviewed more policy and legislative items than in 2016 and 2017, but the development review caseload remained roughly equivalent. 1. DEVELOPMENT REVIEW The development review agenda volume for 2018 included: • 2 Overall Development Plans • 14 Project Development Plans • 7 Modifications of Standard (to Project Development Plans) • 2 Additions of Permitted Use • 3 Major Amendments • 1 Minor Amendment • 1 Site Plan Advisory Review • 1 Rezoning • 9 Annexations, totaling approximately 335 acres • 1 Extension of Final Plan 2. POLICY & LEGISLATION The board provided recommendations to City Council on the following policy and legislative items: • Sign Code Update • Oil and Gas Well Setbacks • Adequate Public Facilities Ordinance Amendment • Planned Unit Development (PUD) Ordinance • Fort Collins Stormwater Criteria Manual and Low Impact Development (LID) Implementation Manual • Impact Fee Updates • College and Drake Urban Renewal Plan • Downtown and Transition Area Code Updates • Historic Preservation Code Updates PLANNING & ZONING BOARD 2019 Annual Report 2018 ANNUAL REPORT Page 2 • Routine Annual Code Changes • 2018 Three-Mile Plan Update 3. APPEALS TO CITY COUNCIL The following Planning and Zoning board decisions were appealed to City Council: • Johnson Drive Apartments Project Development Plan (decision upheld) • Fort Collins Mennonite Church Storage Lockers Minor Amendment (decision upheld, with modified conditions of approval)
