CALL TO ORDER Mark Partridge called to order at 5:30 2. ROLL CALL • Present: Dominique Ramirez, Mark Partridge, Dennis Hanno, Aaron Rodriguez, Sally Harris, Heather Gossel • Staff Members Present: Lieutenant Kristy Volesky, Jenny Lopez Filkins, Christine Macrina • Guest: Austin Hoenig, CSU Student (Observing) 3. AGENDA REVIEW 4. CITIZEN PARTICIPATION • None 5. APPROVAL OF MINUTES December 11, 2019 a. November Minutes were approved with amendment to revise the title of case drawn from PSU2019-033 to PSU2019-032. December minutes indicated the same error that was amended in November. Dennis moved to approve the December minutes with amendments; Heather seconded. Motion passed with 5 yeas and 1 nay. Aaron requested to review approved November minutes to confirm the November amendment was corrected. b. December 18, 2019 (Subcommittee Meetings) PSU2019-032 – Sally moved to approved Minutes. Heather seconded. Motion passed. PSU2019-048 – Sally moved to approved Minutes. Aaron seconded. Motion passed. CITIZEN REVIEW BOARD REGULAR MEETING – January 8, 2020 01/08/2020 – MINUTES Page 2 6. UNFINISHED BUSINESS • Sally suggested going forward police policy be provided to subcommittee members pertinent to their case. Lt. Volesky confirmed police policies related to case PSU2019- 062 had been distributed. Going further this procedure will be integrated into the normal process. • Aaron informed the Board that no minutes for the Citizen Review Board had been posted since May 2019. Request made to Christine to correct this. 7. NEW BUSINESS • Voicemail: None • E-mail: None • Random Subcommittee Drawing for Case #PSU2019-062: o Mark Partridge o Dominique Ramirez o Aaron Rodriquez o Dennis Hanno o Heather Gossel o Sally Harris 8. BOARD MEMBER REPORTS • Mark reported that a Super Issue Board meeting is scheduled for February: topics include; Oil & Gas, Boards and Commissions. • Confirmed that all CRB members had taken “Respectful Workplace” Training. 9. OTHER BUSINESS • 2019 Annual Report: o Suggestion to remove definitions on page 2 and 3. o Add duties and include links for citizens to find level 1 and level 2 definitions. o Dennis moved to approve 2019 Annual Report with amendments. Heather seconded; unanimously passed. • 2020 Work Plan: o Modify the beginning overview with City Code o Add attending a crime stoppers meeting. Originally recommended by Councilmember Ray Martinez. CITIZEN REVIEW BOARD REGULAR MEETING – January 8, 2020 01/08/2020 – MINUTES Page 3 o Request assistance to interpret police policies from diverse perspectives. o Guidance with gray areas o Understanding if police officer in a complaint followed the proper rules and procedure. o Gain a sense of what it takes for a police officer accreditation o Lt. Volesky will provide a list of required and elective training and requirements of accreditation o Read police policies (how are police trained on policy?) o Core Training:  New citizen review board member training  CRB Subcommittee can exonerate or sustain and it is possible to include a recommendation  Applicable police policy provided prior to reviewing a case  Schedule training approximately every 3 months  Mental health and intellectual awareness training  Arc of Larimer County and/or Summit Stone (possible resources)  Ride or walk a long’s with an officer  K-9 Training  Domestic Violence  Victim Advocacy o Optional Training:  Use of force training (simulation available?)  Tour of Larimer County Jail (question of relevancy) o Reminder to always take open meeting laws into consideration Sally moved to accept work plan with amendments; Heather seconded. Mark will make changes and provide for submission, motion passed unanimously • Election of Officers: o Mark opened the topic of election of officers, expressing he enjoyed holding the Chair position in 2018 and 2019, but is not interested in holding the position this year. ADJOURNMENT Meeting adjourned at 6:35 p.m.
