A regular meeting of the Liquor Licensing Authority was held March 20, 2019 in Municipal Court,
215 North Mason. Judge Kathleen M. Lane presiding.

Show Cause Hearing for
TPGE, LLC, dba The Perfect Pour,
1617 South College Avenue, Approved
Terry Blaser, representative for TPGE, LLC, dba The Perfect Pour, stated he has had an opportunity
to review the stipulation agreement. He briefly described changes they have implemented so this does
not happen again.
Assistant City Attorney Scurlock reviewed the stipulation agreement, stating that the Licensee has
agreed to a 15 day suspension, 5 days served ($1690.91 paid fine in lieu of suspension), with 10 days
held in abeyance for 1 year for violating Colorado Liquor Code Section 44-3-901(1)(b)(I) prohibiting
the service of an alcohol beverage to a person under the age of twenty-one years.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for TPGE, LLC, dba The Perfect Pour, 1617 South College Avenue.

Brandon Sandberg, attorney representing CST Metro, LLC, stated he has reviewed the stipulation
agreement.
Assistant City Attorney Scurlock reviewed the stipulation agreement. She stated the Licensee has
agreed to a 15 day suspension, 5 days ($200 fine paid in lieu of suspension), 10 days held in abeyance
for one year for violating Colorado Liquor Code Section 44-3-901(1)(b)(I) prohibiting the service of
an alcohol beverage to a person under the age of twenty-one years.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for CST Metro, LLC, dba Circle K #2744, 2501 South Shields Street.

Batdog, LLC, dba Surfside Seven Café,

Kim Snodgrass, representative for Batdog, LLC, stated she has reviewed the stipulation agreement.
Assistant City Attorney Scurlock reviewed the stipulation agreement. She stated the Licensee has
agreed to a 15 day suspension, 5 days ($619.87 fine paid in lieu of suspension), 10 days held in abeyance
for one year for violating Colorado Liquor Code Section 44-3-901(1)(b)(I) prohibiting the service of
an alcohol beverage to a person under the age of twenty-one years.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for Batdog, LLC, dba Surfside Seven Café, 238 Linden Street.

Alex Morgan, representative for Totally 80’s Pizza, stated he has reviewed the stipulation agreement.

Erik Olson, representative for Uptown Liquors, Inc., stated he has reviewed the stipulation
agreement.
Assistant City Attorney Scurlock reviewed the stipulation agreement. She stated the Licensee has
agreed to a 14 day suspension, 4 days ($3492.98 fine paid in lieu of suspension), 10 days held in
abeyance for one year for violating Colorado Liquor Code Section 44-3-901(1)(b)(I) prohibiting the
service of an alcohol beverage to a person under the age of twenty-one years.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for Uptown Liquors, Inc., dba Uptown Liquors, 1833 East Harmony Road, Unit #3.
Manager Registration Application from
Red Lobster Restaurants, LLC, dba
Red Lobster #0393, 3301 South College Avenue, Approved
Danielle Ferguson, manager applicant, stated she supervises approximately 65 employees of which 35
are involved in the sale and service of alcohol. She stated every employee involved in the sale and
service of alcohol is required to complete alcohol service during once a year. Ms. Ferguson briefly
described how they ensure underage patrons are not served alcohol. She stated patrons that order an
alcoholic beverage are required to provide valid identification in order to be served. Ms. Ferguson
stated that any server found in violation of the liquor code is immediately terminated.
Judge Lane approved the registration of Danielle Ferguson as manager of Red Lobster #0393, 3301
South College Avenue.

Manager Registration Application from
Texas Roadhouse Holdings, LLC, dba
Texas Roadhouse, 4633 South Timberline Road, Approved
Brian Proffit, attorney representing Texas Roadhouse Holdings, LLC, stated that Mathew Lang was
available to answer questions Judge Lane may have.
Mr. Lang briefly described his background, stating he has been with Texas Roadhouse for over 5 years.
He described the training all employees involved in the sale and service of alcohol must complete. Mr.
Lang stated any employee found in violation of the liquor code is immediately terminated.
Judge Lane approved the registration of Mathew Lang as manager of Texas Roadhouse, 4633 South
Timberline Road.
Temporary Modification of Premise Application from
Tap and Handle Partners, LLC, dba
Tap and Handle, 307 South College Avenue, Approved
John Bolton, representative for Tap and Handle Partners, LLC, stated this request is to accommodate
a fundraising event on April 6, 2019. In response to questions from the Authority, Mr. Bolton detailed
the premises to be added and their staff is all Safe Serve trained. He stated this is the same
configuration for previous events they have done.
Judge Lane approved the temporary modification of premise application from Tap and Handle
Partners, LLC, dba Tap and Handle, 307 South College Avenue.
New Application from Vitamin Cottage Natural Food Markets, Inc., dba
Natural Grocers, 4318 South College Avenue, Approved
Kevin Coates, attorney representing, Vitamin Cottage Natural Foods Markets, Inc., stated their
witness is ready to proceed. Katy Schut, general manager, was sworn. Katy Schut described how they
will control the premises and training requirements for their employees. She stated their customers
have been requesting they carry specialty beers such as gluten free, organic, and with unique
ingredients.
Max Scott, representative for Oedipus, Inc., was sworn. He stated this survey shows strong support
for this application.
Judge Lane adopted Resolution 2019-005 approving a fermented malt beverage off-premise
application from Vitamin Cottage Natural Food Markets, Inc., dba Natural Grocers at 4318 South
College Avenue.

New Application from Old Town Putt, LLC, dba
Old Town Putt, for a Lodging & Entertainment liquor license at
244 North College Avenue, Suites 110, 112 & 120, Approved
Dana Snell, representative for Old Town Putt, LLC, was sworn. He stated every patron ordering an
alcoholic beverage will be required to provide valid identification and that any employee found in
violation of the liquor code will be immediately terminated. Mr. Snell stated he has already completed
TIPs training and that he will require all his employees involved in the same and service of alcohol to
be TIPs trained. In response to questions from the Authority, Mr. Snell briefly described his
background.
Judge Lane adopted Resolution 2019-005 approving a lodging & entertainment liquor license from
Old Town Pub, LLC, dba Old Town Putt, 244 North College Avenue, Suites 110, 112 & 120.
New Application from City of Fort Collins,
dba Fort Collins Senior Center, 1200 Raintree Road, Approved
Cyril Videgar, attorney representing the Recreation Department for the City of Fort Collins, stated his
witness’ are ready to proceed. Katie Stieber, senior supervisor, was sworn. She briefly described the
premises and that this location is considered a special event venue. Ms. Stieber stated Code 4 or Black
Tie Events will be doing the carding. She stated that each event is planned well in advance allowing
ample time to plan appropriately. Ms. Stieber stated that alcohol will be locked when not in use and
only limited City staff and caterers will have access.
Bob Adams, Director of Recreation, was sworn. Mr. Adams stated they will clearly mark where alcohol
is and is not allowed.
Max Scott, representative for Oedipus, Inc., was sworn. He briefly described the petitioning process
and that this survey indicates strong support for this application.
Vincent Junglus, attorney representing the City of Fort Collins, stated he believes the prima facia
evidence has been met and requested that the Judge grant the liquor license.
Judge Lane adopted Resolution 2019-009 approving a hotel-restaurant liquor license application from
the City of Fort Collins, dba Fort Collins Senior Center, 1200 Raintree Road.
New Application from the City of Fort Collins, dba
Club Tico, 1599 City Park Drive, Approved

witness’ are ready to proceed. Jason Chadock, recreation manager, was sworn. He briefly described

the premises and that this location is considered a special event venue for events such as birthday
parties, weddings, funerals and quinceaneras. Mr. Chadock stated Code 4 or Black Tie Events will be
