HomeMy WebLinkAbout2018 - Parking Advisory Board - Annual ReportParking Advisory Board Bob Criswell, Chair Adam Eggleston, Vice Chair Parking Advisory Board 2018 Annual Report Mission Statement: The Mission of the Parking Advisory Board is to help enhance the implementation of the City’s parking policies and plans by providing a forum for public discussion and input regarding parking issues; to educate the public about the use and benefits of public parking resources; to support and advocate for various parking initiatives and programs; and to make recommendations to City Council regarding major parking decisions. Activity Summary: The Parking Advisory Board met formally on eleven occasions at our regularly scheduled meeting time, the second Monday of each month. The June meeting did not have a quorum; therefore, an informal meeting was held. Highlights: The Parking Advisory Board had a productive year and completed three out of four 2018 work plan items. The Board will evaluate the Mason Corridor study and parking utilization data as they become available in 2019. I. A detailed recommendation to City Council regarding the City Master Plan, Transportation Plan and Transit Plan with emphasis on parking elements. During the October 8th meeting, City Staff presented on the City Master Plan scenarios. The Board then completed an exercise on identifying key priorities for Parking Management within the City Master Plan. The Board submitted feedback on the following items: • There is a need for more transportation options in order to decrease parking demand Citywide. • Encourage citizens to use alternate modes of transportation in high density and mixed use areas. • The more desirable solutions could increase taxes – Council must consider if that will affect people moving to Fort Collins. II. Evaluate downtown parking service management strategies and utilization data and provide feedback to City Council. The Board identified several potential parking management strategies throughout the year. They discussed potential rate structures for the Pay-to-Stay program in Downtown, extended parking enforcement hours, and the need to define what untenable parking downtown looks like. The Board reviewed the Portland Parking Management Plan and identified policies that could be used for parking management in Fort Collins. Utilization data was unable to be shared due to the parking sensor installation schedule. Data will be shared and reviewed in 2019, and a formal recommendation to Council will be submitted. III. Evaluate findings of planning study along the Mason Corridor and provide City Staff feedback on strategies for adding more parking capacity in identified areas. In addition, give feedback on how to reduce parking demand and advocate for public private partnerships. The board anticipates the review of the study in 2019. Mason Corridor Study will be reviewed when it is available in February 2019. IV. Provide feedback to City Staff concerning Budgeting for Outcomes parking related offers. The Board reviewed the recommended budget during the September meeting. They submitted three formal recommendations for funding: • Offer 46.7: Funding for the conversion of an existing part time (0.50 FTE) to a full time (1.0 FTE) in order to provide internal technical support for parking technology improvements that are currently underway. • Offer 45.17: Funding the hiring of 12 full time Bus Operators and 1 full time supervisor in order to improve Transit service and increase frequency to existing routes. This Budget Recommendation was submitted in conjunction with the Transportation Boards recommendation. • Offer 46.5: The Board suggested to scale this offer down by removing the cost of a parking structure at the Drake Station and instead request $300,000 to capitalize on the Park-n-Ride study that was completed in 2018 along the Mason Corridor. Additional Items: • The Board reviewed RP3 zones in depth, specifically the pilot program used at Harris Elementary for employee permits. • The Board recommended to City Staff to market commuter permits to students in order to increase revenue and provide student parking in low occupancy RP3 zones. The Board supported the staff proposal. Acknowledgement: The Parking Advisory Board acknowledges and commends the excellent presentations by Planning, Development, and Transportation departments.
