CALL TO ORDER Jessica MacMillan called the meeting to order at 5:30pm 2. AGENDA REVIEW • We will add Staff Updates after Board Member Reports 4. CITIZEN PARTICIPATION • No Citizen Participation 5. APPROVAL OF MINUTES OF REGULAR MEETING OF JANUARY 27 2019 Bob motioned to approve the minutes Ben second Motion passed 6 – 0 Ragan abstained as she was not at the February meeting Rob did not offer a vote 6. UNFINISHED BUSINESS Board ID Cards Staff: New ID Cards will be issued to each member of the Board. These ID cards will include your picture for identification. Staff will work with Christine Macrina to have her attend an upcoming meeting. E-Scooters The City is preparing to begin regulation of e-scooters. They have brought Bike Share companies Parks & Recreation Board Community Room – 215 North Mason Street REGULAR MEETING March 27, 2019 03/27/2019 – MINUTES Page 2 in to talk about what is needed, and what to prepare for. The City has changed traffic code to allow e-scooters to go where they are allowed and restrict where they can park. Board: How will e-scooters be enforced? Staff: We are requiring the rental companies to have a geo-fence on their scooters in the down town area. This will restrict where scooters can be ridden. If they park in an incorrect space, they will receive a text message to let them know they need to move. Bike share has not caused any problems, so we are anticipating the same with e-scooters. Board: Where can you ride an e-scooter? Staff: On sidewalks, not bike lanes or trails. Board: What about e-bikes? Staff: Council would like to create a pilot program that has a beginning and an end. E-bikes will be allowed on paved trails. Council needs a second reading to pass. Board: What is the maximum speed for an e-bike? Staff: 20 mph. but have seen a study which states e-bikes are going slower than regular bikes. 7. NEW BUSINESS Poudre Trail at I-25 – Suzanne Bassinger, Park Planning & Development We are anticipating a Spring, 2021 completion of the Poudre River Trail at I-25 project. This project will fill in the missing trail between Timnath and Fort Collins, through Larimer County. CDOT is currently working to expand I-25 into 3 lanes. When they are replacing the bridge over the Poudre River, they will build the underpass portion of trail. This project is expected to cost $4 million dollars. Timnath, Fort Collins and Larimer County are working collaboratively to submit a grant application for the GOCO Connect Initiative Grant. This is a very competitive grant. 8. BOARD MEMBER REPORTS Bicycle Advisory Committee The recent meeting discussed the upcoming soft crossings and e-bikes. There will be a survey to discuss conflicts with e-bike riders, or any problems people have on the trails with the different users. Staff: During the construction of housing developments that affect the future development of a trail from our Trails Master Plan, we encourage the development to construct the segment of trail to our standards. If a trail is located on the interior of a development, we are not responsible for maintenance. OTHER BUSINESS Staff Updates Park Planning & Development Staff Updates Brief descriptions of current Park Planning & Development projects attached Board: Has it been decided which park will be constructed first: East Community Park or Montava? Staff: Montava has been delayed Board: We were not recognized sufficiently at the Sugar Beet Groundbreaking, nor the Eastside Park Neighborhood Meeting. Board: Eastside Park and Sugar Beet Park could have small workout stations installed. Recreation Updates Brief descriptions of current Recreation projects attached Recreator The deadline to submit an article for the Recreator Fall, 2019: May 29. Winter, 2020: September 6 Spring 2020: November 20 A survey of Pickleball use was conducted last quarter. It was determined that most people play pickleball at the Senior Center. I want to recognize Katie Stieber and Aaron Harris. They did a great job working with the pickleball group to collect information. Board: How does our pickleball accessibility compare to Loveland/Windsor? Staff: There are more indoor times offered throughout the entire day and evenings in Fort Collins compared to surrounding recreation facilities. Very similar on outdoor courts available. Staff: We should have a report on the average per day/per time in the next couple of months. Board: We will have to adjust what is being offered in facilities if pickleball continues to be in high- demand. Staff: We have moved to a Whiteboard scheduling system at the Senior Center. Each player writes their name on a whiteboard, and after the 12-minute time limit per game is up, you can choose where you want to play. The 12-minute rotation is industry standard. The biggest concern from pickleball players is not having enough courts in one spot. They would like sanctioned events at Spring Canyon. Since the pickleball striping is on tennis courts, they cannot. We are going to have 41 outdoor courts throughout town, and these have been Parks & Recreation Board Community Room – 215 North Mason Street REGULAR MEETING March 27, 2019 03/27/2019 – MINUTES Page 4 implemented in the past 5 years. 12 at Spring Canyon with 8 being permanent (City Park/Twin Silo) and 4 being lit (City Park). The 41 courts do not include indoor courts. Parks Updates We recently removed the living wall from the side of the Utilities building on Laporte. We will transplant the materials to different locations. Once we get the plants mature, we will use them in other landscape applications. The frame was deconstructed and repurposed at the Gardens on Spring Creek. The wall was ultimately taken down due to a lack of funding. We are in the process of redesigning the Library Park playground. This is part of the Lifecycle Program, similar to Lee Martinez. Board: Are there adaptive recreation components? Staff: Yes. We always think about that. The surfacing will be engineered wood fiber, which is ADA approved, and costs less than Poured-In-Place. 6-month Council Calendar - 4/9 – Code revision for Boards and Commission – work session - 4/16 – City Plan Update - Adoption - 4/23 – Tourism Master Plan - 8/20 – Montava Planned Unit Development (PUD) Master Plan (First Reading) - 8/27 – 2019 Fee Update – Mike Beckstead - 9/10 – 2020 Budget Revisions - 9/24 – 2020 Budget Revisions Will need to pay attention to the 2020 Budget Revision meetings. Parks would like to put in 2 budget revisions. 1) Ballfield lights at Rolland Moore. 2) Refurbish 6 tennis courts and install LED lights. Other Business Board: In the recent storm, did Parks put into action the protocol for trees? Staff: Since the leaves have not blossomed, we were ok. We did an initial scan of the City, but the wind from the storm kept the ice from forming on the branches. We are prepared to work with the Streets Department to implement the response plan when conditions warrant.
