2017 Annual Report
The following lists the major items the Affordable Housing Board (AHB) was involved with
during 2017:
1. Competitive Process for Allocating City Funds for Affordable Housing: The
AHB worked with the Community Development Block Grant (CDBG) Commission
in advising the City Council on the funding for affordable housing projects in the
spring cycle of the competitive process. The Board reviewed 5 applications in the
spring cycle and made recommendations to the CDGB Commission.
2. Land Bank Program – The AHB advised staff, and was kept appraised of all staff
work and recommendations related to this program. Participated in Community
Briefings, Workshops and other public outreach. In December, the Board held a
public hearing where the public attended and were given the opportunity to comment
on staff recommended proposed changes to the program.
3. The Board sent memorandums or emails to City Council regarding the following
matters:
• Comments and concerns regarding the 2015 International Building Code
Updates and Local Amendments
• Support for the assignment of the 2017 Private Activity Bond Allocation
• Comments and concerns about Short Term Rentals
• Recommendations and concerns related to raw water requirements were
shared with utilities staff members who shared these issues with City Council
• Comments and suggestions related to Downtown and Old Town
Neighborhood plans
• Participated in Councilmember Martinez listening session targeting
affordable housing issues
• Supported expanding affordable housing fee waiver eligibility
• Supported fee waivers being awarded to the Village on Redwood and the
Village on Horsetooth developments
4. Board Briefings:
• Homelessness issues including Veteran homeless remediation, permanent
supportive housing and homelessness prevention.
• 2015 International Building Code Updates and Local Amendments
• Exclusionary Zoning and regulatory barriers
• Changes to City’s raw water requirements
• Intersection of Historic Preservation and housing affordability
• Update from the Board of Realtors
• Land Bank Program (multiple)
• Loveland’s Affordable Housing Program
• Capital Expansion Fees
• Engage Volunteer Software
• City Affordable Housing Fee Waiver Policy
• Update on Provincetowne Condominium Project
• Home Buyer’s Assistance and Deed Restrictions
• City Occupancy limits
• Affordable Housing Capital Fund
• Backfilling waived fees
• Private Activity Bond Process
5. Board Members Participated in:
• Capital Expansion Fee Work Group
• Denver’s Housing Summit
• AARP’s Affordable Housing Summit
6. 2017 Work Plan. The Board sent a representative to participate in City Council
meetings public comment periodically throughout the year. The Board worked to
complete their work plan for the year 2017.
