HomeMy WebLinkAboutCommission On Disability - Minutes - 05/11/2017COMMISSION ON DISABILITY Fort Collins City Hall: Council Information Center 12:15 p.m. Thursday, May 11, 2017 Present: Terry Schlicting, John Morris, Jan Barela-Smith, Marilee Boylan, Rustin Hughes, Hettie Hueber Absent: Michael Marr, Sherri Reichow, Leslie Efird City Staff: Jennifer Harvey, Ray Martinez Guests: Vic Smith, Tiana Smith, John Duval The meeting was convened at 12:19pm and introductions were made. Open Discussion • Vic Smith, the Human Relations Commission Chair, presented a proposal for changes in the City’s ordinance regarding how city authorities interact with victims, witnesses, and alleged perpetrators in terms of asking about immigration status. There is a request that the COD support the addition of Article III, which specifies that authorities not ask for this information during questioning. The goal is to preserve public trust in city authorities and prevent potential victims/witnesses from avoiding law enforcement. • Councilman Martinez indicated that this is already a written policy and that any changes would take time to implement. Due to this, the Commission decided to take time to read and review documents prior to offering a letter of support. Mayor’s Awards • After some discussion, it was decided to hold a sub-committee meeting to begin Mayor’s Awards planning. A Doodle poll will be used to identify an agreeable meeting date. New Business • City Rebate Program • Tiana Smith presented information on changes being made to the City’s utility rebate program. Some language will change in the qualification criteria, including the definition of a disabled person (“a disabled person shall mean a person receiving SSI or SSDI or diagnosed as disabled by a physician.”). Parking • There are ongoing concerns about parking in Old Town and the Commission is hoping that spaces will be added. Jennifer Harvey will locate a city map showing accessible vs. van accessible parking to share with the Commission. The preference is that all spots downtown be van accessible. Discussion will resume in August. Event Planning • We will invite event planners to June meeting and provide them with a one-page flyer covering basic ADA rules. Terry Schlicting and John Morris will work on this. Elections Chair: Terry Schlicting (J. Morris/J.Barela-Smith: Motion passed) Vice-Chair: Marilee Boylan (T. Schlicting/J. Morris: Motion passed) Secretary: Still needs filled. Transportation The Commission requested an update on Sunday service. The meeting was adjourned at 2:16.
