Staff Liaison: Aimee Jensen A regular meeting of the Liquor Licensing Authority was held July 2, 2015 in Municipal Court, 215 North Mason. Judge Kathleen M. Lane presiding. Staff in attendance: Bronwyn Scurlock, Assistant City Attorney David Lindsay, Liquor Enforcement Officer Matt Hahn, Liquor Enforcement Officer Aimee Jensen, Deputy City Clerk Approval of Minutes Judge Lane approved the minutes from May 28, 2015 and June 17, 2015. Registration of Eric Wahl as Manager of Illegal Pete's. 320 Walnut Street, Approved Eric Wahl, manager applicant stated he has worked for Illegal Pete's Incorporated for 9 years and recently came to Fort Collins. He stated he was the manager of the Illegal Pete's in Boulder. Mr. Wahl stated he supervises 38 employees, of which 9 are involved with the sale and service of alcohol. He stated he has 2 assistant managers that are on duty when he is on premise. He stated anyone order an alcoholic beverage that appears to be under the age of 50 must provide a valid id in order to be served. In response to questions from the Authority, Mr. Wahl described all the ways they check the age of their patrons. He stated he has experience working with visibly intoxicated patrons. Mr. Wahl stated it is their responsibility to `watch out' and that a first time liquor code violation, if unintentional, is given a warning. He stated any intentional violation will be immediately fired. . Judge Lane approved the manager registration of Eric Wahl as manager of Illegal Pete's, 320 Walnut Street. Request from Black Bottle Brewery, LLC dba Black Bottle Brewery to Change, Alter, or Modify the Licensed Premises at 1611 South College Avenue, Suites 1605 & 1609, Approved Adam Stapen, attorney representing for Black Bottle Brewery, LLC, breifly described the background of this establishment. Sean Nook, representative for Black Bottle Brewery, LLC, described the proposed modification of premise and the need for this addition. Mr. Nook stated he will provide an updated July 2, 2015 diagram of the proposed addition. He stated the public access area of this addition will only be open intermittently. Mr. Nook stated this is the early state of this project and that he has not appliedfor a building permit at this time. He stated he has a TIPS certified trainer on premise to train employees. Mr. Nook stated any patron ordering alcohol is carded regardless of their age. He stated his demographic is 21 to 65 years of neighbors. Mr. Stapen stated this addition will be primarily used to. extend their operations to facilitate brewing. In response to Liquor Enforcement Officer Lindsay, Mr. Nook stated no open containers will be allowed between the two premises. Judge Lane approved the request from Black Bottle Brewery, LLC, dba Black Bottle Brewery to change, alter, modify the licensed premises at 1611 South College Avenue, Suites 1605 & 1609. Transfer of Ownership of Kwik Stop, 1671 South College Avenue, from Addis Corp., to TPGE, LLC and Trade Name Change to The Perfect Pour, Approved Regina Blaser and Terry Blaser, representatives for TPGE, LLC, stated that Regina will primarily be running the establishment. Ms. Blaser stated they have worked extensively with the previous owner and that she is TIPS trained and that she will require all her employees to be TIPS trained. Mr. Blaswer stated the previous owner continues to make himself available. Ms. Blaser stated they have not made any physical changes to the premises and they have shortened the hours of operation. She stated everyone must produce a valid id, otherwise they are not able to purchase alcohol regardless of how old they look. Ms. Blaser stated any employee intentionally violating the liquor code will be immediately terminated. Judge Lane approved the transfer of ownership of Kwik Stop, 1671 South College Avenue, from Addis Corp., to TPGE, LLC and Trade Name Change to The Perfect Pour. Adjournment Municipal Judge 2
