A regular meeting of the Liquor Licensing Authority was -held August 6, 2015 in Municipal Court, 215
North Mason. Judge Kathleen M. Lane presiding.

Approval of Minutes
Judge Lane approved the minutes from July 2, 2015.
Manager Registration of Brady Willardson as
Manager of Courtyard by Marriott - Fort Collins,
1200 Oakridge Drive, Approved
Brady Willardson, manager application stated his will attend training in the near future. He stated he has two
assistant managers and that anyone that appears to be under the age of 30 will be required to provide valid
identification to be served an alcoholic beverage. Mr. Willardson stated they have a small bistro and store for their
guests to purchase to take to their room. He stated any employee found in violation of the liquor code will be
immediately terminated.
Judge Lane approved the registration of Brady Willardson as manager of the Courtyard by Marriott - Fort
Collins, 1200 Oakridge Drive.
Registration of Scott Douglas as
Manager of Fort Collins Marriott Hotel,
350 East Horsetooth Road, Approved
Scott Douglas, manager applicant, stated he has had training regarding liquor sales within the last two years. He
stated that all the alcohol is served out of a bar. Mr. Douglas stated all employees attend training, TIPS or
equivalent, that are involved in the sale and service of alcohol. He stated any employee found in violation of the
liquor code is immediately terminated.
Judge Lane approved the registration of Scott Douglas as manager of Fort Collins. Marriott Hotel, 350 East
Horsetooth Road.

Registration of Joey Cafferelli as
Manager of Chipper's Lanes,
830 North College Avenue, Approved
Joseph Cafferelli, manager applicant, stated he has worked at this location several years prior to becoming the
general manager. He stated he recently completed TIPS training. Mr. Cafferelli stated he has 12 employees
involved with the sale and service of alcohol. He stated either he or the assistant manager are always on premise.
Mr. Caferelli stated anyone ordering an alcoholic beverage are required to provide valid identification in order to
be served. He stated any employee found in violation of the liquor code is immediately terminated. Mr. Caferelli
stated they have a current copy of the liquor code on premise.
Judge Lane approved the registration of Joey Cafferelli as manager of Chipper's Lanes, 830 North College Avenue.
Registration of Jeffrey John Kihl as
Manager of Suehiro Old Town,
223 Linden Street, Approved
Jeffrey John, manager applicant, stated he has been in the restaurant business for several years. He stated that they
have not changed the premises beyond simple cosmetic changes at this time. Mr. John stated that customers will
not see any changes to the menu or the hours of operation. He stated many of the employees have been retained
from the previous owners and that they do have a current copy of the liquor code on premise. Mr. John stated
that any employee found in violation of the liquor code will be immediately terminated.
Judge Lane approved the registration of Jeffrey John Kihl as manager of Suehiro Old Town, 223 Linden Street.
Request from Summit Hard Cider and Perry Company, LLC
dba Scrumpy's to Change, Alter, or Modify the
Licensed Premises at 215 North College Avenue, Suite A & B. Approved
Jennifer Seiwald, representative for , described the proposed changes. She stated they will be installing a
commercial kitchen and increasing their brewing capacity. Ms. Seiwald stated they are taking over the area
previously known as Crankenstein. In response to a question fro the Authority, Deputy City Clerk Jensen stated
she has received the encroachment permit for the sidewalk patio. Ms .Seiwald stated that Poudre Fire Authority
has signed off on the plans.
Ms. Seiwald briefly described the petitioning process and that the responses were overwhelmingly positive
In response to a question from Liquor Enforcement Officer Lindsay, Ms. Seiwald stated they have designed the
premises so that the patio was visible by employees inside. She stated employees will closely monitor the patio.
Judge Lane approved the modification of premise from Summit Hard Cider and Perry Company, LLC, dba
Scrumpy's to Change, Alter, or Modify the Licensed Premises at 215 North College Avenue, Suite A & B.

Request from Creations by Bradley, LLC dba
Downtown Artery to Change, Alter, or Modify the
Licensed Premises at 254 Linden Street, Approved
Ken Bradley, representative for Creations by Bradley, LLC, briefly described the proposed changes. He stated the
patio on the sidewalk is visible from the bar area. Mr. Bradley stated the upstairs gallery is adding approximately
2500 square feet. He briefly described the petitioning process and that they had a favorable response across the
board.
Judge Lane approved the modification of premise application from Bradley, LLC, dba Downtown Artery to
change, alter, or modify the licensed premises at 254 Linden Street.
Request from Dos Payaso, LLC, dba
El Monte Grill to Temporarily Change, Alter, or Modify the
Licensed Premises at 1611 South College Avenue, Suite 100 on August 29, 2015, Approved
Lorna Applebee, representative for Dos Payaso, LLC, stated the neighboring business' have been notified that
of this event and that they are in favor of it. She stated participants consuming alcohol will have wrist bands. Ms.
Applebee stated they will have multiple staff monitoring the event. She detailed the security measures they will
be taking this year and that they have not had any issues with past events.
Judge Lane approved the application from Dos Payaso, LLC, dba El Monte Grill at 1611 South College Avenue,
Suite 100 temporarily change, alter, or modify the licensed premises. .
Hearing on a New Application from BL Restaurant Operations, LLC,
for a hotel -restaurant liquor license at Bar Louie, 321 East Foothills Parkway, Approved
Jon Stonbraker, attorney representing BL Restaurant Operations, LLC, stated they are ready to proceed. Chris
Adams, District Manager for BL Restaurant Operations, LLC, was sworn. Mr. Adams stated he has been with this
organization for two years. Mr. Stonbraker stated there is a violation pending for the Bar Louie located in
Westminster. Mr. Adams described the licenses premises. He stated they are serving meals at all times they are
serving alcohol. Mr. Adams stated he anticipates that their sale of meals will be approximately 75% of their gross
sales. He stated all wait staff must successfully complete TIPS or equivalent training before they are allowed to
serve alcohol. Mr. Adams stated they participate in the BARS program and that if any employee found in violation
of the liquor code is immediately terminated. He stated they only hire servers 21 and older. Mr. Adams stated they
hope to open November 10. He stated all the other establishments in Colorado have outdoor dining.
Max Scott, representative for Oedipus, Inc., was sworn Mr. Scott briefly described the petitioning process. He
stated they have two petition formats; one for residents and one for business' and that this survey represents
neighborhood support for this application.
Judge Lane adopted Resolution 2015-016 approving a hotel -restaurant liquor application from BL Restaurant
Operations, LLC, dba Bar Louie, 321 East Foothills Parkway.

Hearing on a New Application from Tasty Harmony, LLC,
for a hotel -restaurant liquor license at Tasty Harmony,
160 West Oak Street, Approved
Sasha Steinhauser, representative for Tasty Harmony, LLC, was sworn. he stated this is definitely not a bar and
that they will be extending their hours by a couple of hours. He stated the focus will still primarily be food. mr.
Steinhauser stated they will require all their employees to be TIPS or equivalent training prior to opening. He
stated any patron ordering an alcoholic beverage is required to provide a valid ID to be served. Mr. Steinhauser
stated any employee found in violation of the liquor code will be immediately terminated.
Mr. Steinhauser briefly described the petitioning process and that it was a good opportunity to visit with
neighboring business' and residents. He stated the responses were supportive.
Judge Lane adopted Resolution 2015 - 018 approving a new application from Tasty Harmony, LLC, for a hotel -
restaurant liquor license at Tasty Harmony, 160 West Oak Street.
Hearing on a New Application from Friesan Group, LLC,
for a beer and wine license at Tom and Chee,
2909 East Harmorny Road, #2, Approved
Ryan Neff, representative for Friesan Group, LLC, was sworn. He stated they have been open for four months
and have had a significant number of requests to include beer and wine on their menu. Mr. Neff stated they are
a fast casual type restaurant similar to Chipode and Noodles and Company. He stated the beer and wine they offer
will be single serving containers. Mr. Neff stated they will not extend their hours after they receive their beer and
wine license. He stated staff will regularly monitor patrons. Mr. Neff stated they will require any patron who orders
an alcoholic beverage provide valid identification. He stated any employee found in violation of the liquor code
will be immediately terminated.
Max Scott, representative for Oedipus, Inc., was sworn. He briefly described his background and the petitioning
process. Mr. Scott described the training they provide their customers and that this survey indicates strong support
for this application.
Judge Lane adopted Resolution 2015-017 approving an application from Friesian Group, LLC for a beer and wine
license at Tom and Chee, 2909 East Harmony Road, #2.
Hearing on a New Application from Which One's Pink?, Inc.,
for hotel -restaurant liquor license at The Lost Cajun,
331 South Meldrum Street, Suite 100 Approved
Robert and Jessica Floyd, representatives for Which One's Pink?, Inc., were sworn. Both Robert and Jessica Floyd
briefly described their background. Ms. Floyd stated she has served as the manager of a liquor licensed premise
in the past. She stated that either one of them will be on premise at all times and that they will be open from 11:00
a.m to 9:00 p.m., 7 days a week. Mrs. Floyd stated their patio will be fully enclosed with the exception of a gate
required by city code. She stated the patio is always visible with a server specifically assigned to the patio. Mrs.
Floyd stated there is wait station located on the patio. She stated 85% of their gross sales will come from the sale
of meals and that they are primarily a restaurant. Mrs. Floyd stated every patron ordering alcohol will be required
to provide valid identification. She stated any employee found in violation of the liquor code will be immediately
terminated. Mrs. Floyd stated they hope to be open late fall, early winter. She stated they will have approximately

35-50 employees and that all employees will be required to complete TIPS or equivalent training before being
allowed to serve alcohol.
Max Scott, representative for Oedipus, Inc., was sworn. He described the petitioning process and that 97% of the
neighborhood was supportive of this hotel -restaurant liquor license.
Judge Lane adopted Resolution 2015 - 013 approving an application from Which One's Pink?, Inc., dba The Lost
Cajun for a hotel -restaurant liquor license at 331 South Meldrum Street, Suite 100.
Hearing on a New Application from Coffee House Holdings, Inc.,
for a beer and wine license at Starbucks,14104,
1335 West Elizabeth Street, Approved
Mr. Proffitt, attorney representing Coffee Holdings, Inc., stated the applicant is present and ready to proceed.
Andrea Moudakis, representative for Coffee Holdings, Inc., was sworn. She stated this is a new concept in a select
number of Starbucks across the country. Ms. Moudakis stated they will be focusing on extending the concept of
a friendly casual place for patrons to enjoy an alcoholic beverage in the afternoon after 2 p.m. and into the
evening. She described how employees will serve beer and wine in crystal or glass containers; no to -go cups like
their coffee. Ms. Moudakis stated they will be offering a few more food items to accompany alcohol service. She
described the premises. Ms. Moudakis stated only the managers will have keys to unlock the liquor storage and
that the storage will remain locked until 2:00 p.m. She stated all employees will be required to complete 15 hours
of training with regards to the sale and service of alcohol prior to serving. Ms. Moudakis stated they will not accept
vertical drivers licenses as valid proof of legal age. She stated they received positive comments from existing
customers. Ms. Moudakis stated they anticipate selling only 5-10 glasses of beer or wine a day. she stated any
employee found in violation of the liquor code would be immediately terminated.
Kelly Pietrs, representative for Esquire Petitioning Services, LLC, was sworn. She briefly described the petitioning
process. Ms. Pietrs stated the results indicate 100% in support of this application. In response to a question from
the Authority, Ms. Pietrs stated that as a general rule, only get about a quarter of the people at home will sign a
petition.

Hearing recessed at 3:10 p.m., to allow Assistant Municipal Judge Ablao to take the bench to conduct the hearing
on a NewApplication from The Farmhouse, LLC, for a hotel -restaurant liquor license atThe Farmhouse atJessup
Farm, 1957 Jessup Drive.
Hearing Reconvened
Assistant Municipal Judge Ablao briefly read the following statement:
"This is a public hearing before the Liquor Licensing Authority of the City of Fort Collins to determine whether
or not the application of The Farmhouse, LLC should be granted or denied. This hearing will be conducted
pursuant to the laws of the state of Colorado and the ordinances and procedures of the City of Fort Collins.
The principal questions which the Authority will be concerned with throughout this hearing relate to the character
of applicant, reasonable requirements of the neighborhood and the desires of the adult inhabitants of the

neighborhood, the number, type and availability of alcohol beverage outlets located in or near the neighborhood
under consideration, and any other pertinent matters affecting the qualifications of the applicant to the conduct
of the type of business proposed. The designated neighborhood boundaries is contained in the Authority's file.
All testimony shall be give under oath. Exhibits shall be marked for identification and identified before being
offered for admission into the record of these proceedings. I will rule on the admissibility of the exhibits. The
Secretary's official files are hereby admitted into the record of this hearing.
At the conclusion of the evidence and statements, I will close the public hearing and either make a decision or will
continue the matter for a decision to made within 30 days in writing."
Jessica Doerfel and Stephen Sorensen, represenatives for The Farmhouse, LLC, were sworn. Ms. Doerfel briefly
described the restaurant concept and its premises and that all staff will be required to successfully complete TIP's
or equivalent training prior to being allowed to serve. She stated they will be conducting blind audits on their
employees. Assistant Municipal Judge Ablao suggested Ms. Doerfel have her employees attend the training offered
by the City's Liquor Enforcement Officer. Ms. Doerfel stated they will require their employees to attend training
once a week. She stated she is has been in the liquor service industry for several years.
Ellyn Just, representative for Aggie Agency, LLC, was sworn. Ms. Just stated there were not many business', but
that the results of this survey for the neighborhood show strong support for this application.
Ms. Doerfel stated that she and some of the other owners have heard from neighbors that they are pleased to have
a restaurant close by.
Assistant Municipal Judge Ablao, stated that even though Councilmember Campana is in the ownership structure,
that she will not give this application special consideration.
In response to questions from the Authority, Assistant City Attorney Scurlock stated that the City did not have
any concerns regarding this application.
Assistant Municipal Judge Ablao adopted Resolution 2015 - 015 approving a hotel -restaurant liquor license from
The Farmhouse, LLC, dba The Farmhouse at Jessup Farm, 1957 Jessup Drive.
