HomeMy WebLinkAboutLiquor Licensing Authority - Minutes - 03/02/2017LIQUOR LICENSING AUTHORITY MINUTES Regular Meeting, March 2, 2017 1:30 p.m. Staff Liaison: Aimee Jensen A regular meeting of the Liquor Licensing Authority was held March 2, 2017 in Municipal Court, 215 North Mason. Judge Kathleen M. Lane presiding. Staff in attendance: Bronwyn Scurlock, Assistant City Attorney Matt Hahn, Liquor Enforcement Officer Aimee Jensen, Deputy City Clerk Show Cause Hearing for Dragon's Lee Restaurant, dba Dragon's Lee Restaurant,1232 West Elizabeth Street, Stipulation Agreement Approved Rob Miller, representative for Dragon's Lee Restaurant, stated she has had an opportunity to review the Stipulation Agreement. Assistant City Attorney Scurlock summarized the stipulation agreement. She stated the Licensee has . agreed to a 15 day suspension, 5 days served, with 10 days held in abeyance for 1 year for violating Colorado Liquor. Code Section 12-47-901(1)(a.5) prohibiting the service of an alcohol beverage to a person under the age of twenty-one years. Judge Lane approving the findings, conclusion and order accepting the stipulation agreement as presented for Dragon's Lee Restaurant, dba Dragon's Lee Restaurant, 1232 West Elizabeth Street. Show Cause Hearing for Front Range Music Coalition, LLC dba Hodi's Half Note,167-169 North College Avenue, Stipulation Agreement Approved Registration of Jacqueline Chapman as Manager of Illegal Peres, 320 Walnut Street, Approved Jacqueline Chapman, manager applicant, stated she previously worked for Applebee's and did not have a liquor code violation. She stated every patron that orders an alcoholic beverage will be required to present valid identification. Judge Lane approved the registration of Jacqueline Chapman as Manager of Illegal Petes, 320 Walnut Street. March 2, 2017 Request from Tap and Handle Partners, LLC dba Tap and Handle, to Temporarily Change, Alter or Modify the Licensed Premises at 307 South College Avenue, on March 11, 2017, Approved Katie David, representative for Tap and Handle Partners, LLC, stated they are requesting their premises to be temporarily modified to allow a fund raiser to occur for the fallen firefighters. Gabriel Mamigonian, representative for the fallen firefighters organization stated they are TIP's trained. Judge Lane approved the request from Tap and Handle Partners, LLC, dba Tap and Handle to temporarily change, alter or modify the licensed premises at 307 South College Avenue on march 11, 2017. Hearing on a New Application from Washington's, LLC, for a lodging and entertainment liquor license at Washington's.132 LaPorte Avenue, Approved James Martell, attorney representing Washington's, LLC, requested that each witness be individually sworn in. Mr. Martell called Tom Scharf, Music Programs Director, was sworn. In response to questions from Mr. Martell, Mr. Scharf stated he will become the registered manager and that they anticipate opening October, 2017. Joseph Zimlich, employee of Bohemian Foundation which is the 100% owner of Washington's, LLC, was sworn. In response to questions from Mr. Martell, Mr. Zimlich briefly described Bohemian Foundation and it's involvement with Washington's, LLC. Tamala Wahl, resident within neighborhood, was sworn. She stated. she believes Washington's will be a good neighbor and that she believes there is a need for this license to be granted. Barbara Wilkins, business owner within neighborhood, was sworn. She stated she believes there is a need for this license. Dave Edwards, resident within neighborhood, was sworn. He stated a need exists in this neighborhood for this license. Mr. Scharf was recalled. Judge Lane reminded Mr. Scharf that he is still under oath. He stated these modified floor plans are an exact representation of what they are requesting to be licensed. Max Scott, representative for Oedipus, Inc., was sworn. He briefly described the petitioning results. Mr. Scott stated the results indicate strong support for the issuance of the liquor license. Judge Lane adopted Resolution 2017-004 approving a lodging and entertainment license application from Washington's, LLC dba Washington's at 132 Laporte Avenue. 2 March 2, 2017 Hearing on a New Application from Cabana, LLC for a hotel -restaurant liquor license at Cabana, 3210 East Harmony Road, Suite 101, Approved AND Manager Registration of Brandi Nelson of Cabana, 3210 East Harmony Road, Suite 101, Approved Chris Joseph, Operations Manager for Cabana, LLC, was sworn. He briefly described the type of restaurant this will be. Mr. Joseph stated they hope to open April 1, 2017. He stated he has been in the restaurant business for 30 years. Mr. Joseph stated they will primarily be a restaurant. Brandi Nelson, manager applicant, stated she has been in the restaurant industry for 19 years. She briefly described her background.
