Municipal Court, 215 North Mason. Judge Kathleen M. Lane presiding. Staff in attendance: Robert Fink, Assistant City Attorney Talisa Gula-Yeast, Licensing Coordinator David Lindsay, Liquor Enforcement Officer Hearing on a New Application from Ifes Sandwiches, LLC, for a beer and wine license at Elevated Sandwiches, 1612 North College Avenue, Approved Matt and Holly Ifes, representative for Ifes Sandwiches, LLC, were sworn. Mr. Ifes stated he has been in the restaurant business for 25 years and that he completed TIPs training 7 years ago. Mr. Ifes stated he and Ms. Ifes intend to complete Liquor Enforcement Officer Lindsay's training. He stated any patron ordering an alcoholic beverage will be required to provide valid identification before being served. Mr. Ifes briefly described the petitioning process, stating that five people refused to signed the petition. He stated he received comments in support of this application. Judge Lane adopted Resolution 2017 - 011 approving a beer and wine license from Ifes Sandwiches, LLC, dba Elevated Sandwiches, 1612 North College Avenue. Adjournment The meeting adjourned at 2:50 p.m. Municipal Judge LIQUOR LICENSING AUTHORITY MINUTES Special Meeting, April 6, 2017 1:00 P.M. Staff Liaison: Aimee Jensen A regular meeting of the Liquor Licensing Authority was held April 6, 2017 in Municipal Court, 215 North Mason. Judge Kathleen M. Lane presiding. Staff in attendance: Bronwyn Scurlock, Assistant City Attorney Aimee Jensen, Deputy City Clerk Matt Hahn, Liquor Enforcement Officer Annroval of Minutes Judge Lane approved the minutes from July 7, 2016, March 2, 2017, March 6, 2017, and March 9, 2017. Show Cause Hearing for K & L, Inc., dba Zquila Mexican Restaurant, 2400 East Harmony Road, #101, Stipulation Agreement Approved Louis Chagolla, representative for K & L, Inc., stated he has had a chance to review the stipulation agreement. Assistant City Attorney Scurlock summarized the stipulation agreement. She stated the Licensee has agreed to a 15 day suspension, 5 days served ($425.11 fine paid in lieu of suspension), with 10 days held in abeyance for 1 year for violating Colorado Liquor Code Section 12-47-901(1)(a.5) prohibiting the service of an alcohol beverage to a person under the age of twenty-one years. Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as presented for K & L, Inc., dba Zquila Mexican Restaurant, 2400 East Harmony Road, #101. Manager Registration of Christen Black at The Town Pump, 124 North College Avenue, Approved Christen Black, manager applicant, stated she works approximately 30 hours a week and that she has experience dealing with visibly intoxicated patrons. Ms. Black stated she has been recently TIP's trained. Judge Lane approved the manager registration of Christen Black at The Town Pump,124 North College Avenue. April 6, 2017 Manager Registration of Trevor Schneider, at Bad Daddy's Burger Bar, 2"d Floor, 347 East Foothills Parkway, #110, Approved Trevor Schneider, manager applicant, stated employees found in violation of the liquor code is immediately terminated. He stated he maintains a current copy of the liquor code electronically. Judge Lane approved the registration of Trevor Schneider at Bad Daddy's Burger Bar, 2"d Floor, 347 East Foothills Parkway, #110. Manager Registration of Todd Clement at Buffalo Wild Wings, 150 East Harmony Road, Approved Todd Clement, manager applicant, stated he has a 5 manager team and that there are two - three managers per shift. He stated any patron that order an alcoholic beverage is required to provide valid identification. Judge Lane approved the registration of Todd Clement at Buffalo Wild Wings,150 East Harmony Road. Manager Registration of Joel Morgan at Tokyo Toe's, 2519 South Shields Street, Approved William Wildberger, attorney representing Tokyo, Inc., stated he is available to answer questions. In response to questions from the Authority, Mr. Morgan described the training he is required to provide new employees. He stated only a manager is allowed to sell alcohol. Judge Lane approved the registration of Joel Morgan at Tokyo Joe's, 2519 South Shields Street. Modification of Premise Application from Snoozile's, Inc., dba Sammys' Breakfast Bar, 4613 South Mason Street, Approved Ron Leonhard, representative for Snoozile's, Inc., briefly described the proposed changes. He stated this property is private property therefore an encroachment permit from the City is not required. Judge Lane approved the modification of premise from Snoozile's, Inc., dba Sammys' Breakfast Bar, 4613 South Mason Street. Hearing on a New -Application from Tags Restaurant Group, LLC, for a brew pub license at DC Oakes Brewhouse and Eatery, 3581 East Harmony Road, Approved Gerard Boyle, representative for Tags Restaurant Group, LLC, briefly described the premises. He stated they will card any patron ordering an alcoholic beverage that appears to be under the age of 35 will. be 2 April 6, 2017 required to provide valid identification. Judge Lane adopted Resolution 2017-007 approving a new from Tags Restaurant Group, LLC, for a brew pub liquor license at DC Oakes Brewhouse and Eatery, 3581 East Harmony Road. Hearing on a New Application from Serious Texas BBQ VIII, LLC for a hotel -restaurant liquor license at Serious Texas Bar-B-Q, 2061 South Timberline Road, Approved Hunter Swanson, representative for Serious Texas BBQ VIII, LLC, was sworn. He briefly described the location and that any employee found in violation of the liquor code is immediately terminated. Max Scott, representative for Oedipus, Inc., was sworn. He briefly described the petitioning process. Judge Lane adopted Resolution 2017 - 006 approving a new application from Serious Texas BBQ VIII, LLC for a hotel -restaurant liquor license at Serious Texas Bar-B-Q, 2001 South Timberline Road. . Hearing on a New Application from Dam Good Systems, for a beer and wine license at Dam Good Tacos, 120 1/2 West Laurel Street, Approved Michael Falco, representative for Dam Good Systems, stated that they will card all patrons that order an alcoholic beverage and that they must present valid identification. In response to questions from Liquor Enforcement Officer Hahn, Mr. Falco described the premises. Mr. Falco briefly described the petitioning process, stating that he received many positive comments in support of this application. Judge Lane adopted Resolution 2017-008 approving a new application from Dam Good Systems, for a beer and wine liquor license at Dam Good Tacos, 120'/2West Laurel Street. Hearing on a New Application from Foothills Pizzeria, Inc., for a hotel -restaurant liquor license at Grimaldi's Pizzeria, 327 East Foothills Parkway, Suite 110, Approved Brian Proffitt, attorney representing Foothills Pizzeria, Inc., stated they will be asking the Authority to register Joseph M. Ciolli, president, as the manager. Mr. Bradford, district manager, was sworn. He stated that approximately 80% of their gross sales are from the sale of food and that they currently have a beer and wine license. Mr. Bradford stated the premises will not change. 3 April 6, 2017 Eva Garretson, representative for Liquor Petitioning Professionals, was sworn. She briefly described the Petitioning process and that these results show support for this application. Judge Lane adopted Resolution 2017 - 009 approving a hotel -restaurant liquor license from Foothills Pizzeria, Inc., dba Grimaldi's Pizzeria, 327 East Foothills Parkway, Suite 110.
