COMMUNITY DEVELOPMENT BLOCK GRANT COMMISSION
REGULAR MEETING MINUTES
222 Laporte Ave, Fort Collins
May 11, 2017, 6:00PM

At 6:04 pm the meeting was called to order by Chair, Taylor Dunn.
PUBLIC COMMENT:
None
APPROVAL OF MINUTES:
Amy Dondale made a motion to approve the February minutes seconded by Annette Zacharias.
The motion passed unanimously.
Margaret Long made a motion to approve the April Deliberation minutes seconded by Steve
Backsen. Serena Robb and Sara Maranowicz had a couple of small changes which will be
corrected. The motion to approve the April minutes with corrections passed unanimously.
DEBRIEF COMPETITIVE PROCESS DELIBERATIONS:
Annette Zacharias suggested clarifying the pre-application question pertaining to presumed
benefits. Amy Dondale asked for clarification on questions 4 & 5 in the pre-application which
relates to special populations. Thomas said she will look at ways to make this clearer and make
changes. Zacharias suggested adding check boxes and having the applicant mark all that apply.
Steve Backsen asked about the question regarding United Way funding and how we could make
this clearer as well. Backsen suggested breaking down the funding into three categories such as

donor designated, collaborative, and basic needs funding received for the past three years.
Thomas will break it down by year and category to help make it easier to understand.
STAFF REPORTS:
Sharon Thomas gave an update on Crossroads Safehouse and informed the Commissioners that
Heidi Phelps resigned from the City of Fort Collins, effective on June 1, 2017.
OTHER:
The Competitive Process will be on the City Council agenda for approval on Tuesday, May 16,
2017. Holly Carroll and Taylor Dunn said they would be attending in case any statements on
behalf of the Commission need to be made. Annette Zacharias will be resigning her position on
this Commission because she is moving out of the city limits of Fort Collins.
