HomeMy WebLinkAbout2016 - Natural Resources Advisory Board - Annual Report1 MEMORANDUM FROM THE CITY OF FORT COLLINS NATURAL RESOURCES ADVISORY BOARD DATE: January 18, 2017 TO: Mayor and City Council Members FROM: John Bartholow on behalf of the Natural Resources Advisory Board SUBJECT: 2016 NRAB Annual Report In 2016, the City of Fort Collins Natural Resources Advisory Board (NRAB) held 12 regular meetings during which 36 agenda items were addressed resulting in eight resolutions sent to City Council. When advice to Council was offered, it was almost always the result of multiple meetings on the same or a closely related subject. We also regularly monitor many other items of interest that resulted in no immediate Council feedback but do provide opportunities for us to be a sounding board for Staff and education for the Board. We are almost consistently appreciative of the professionalism of Staff. The table below lists the agenda items considered and formal actions taken by the NRAB during 2016. Of the Seven Key Outcome areas in the Fort Collins Strategic Plan, Environmental Health, Transportation, and Culture and Recreation have largely shaped our agendas. Our priority action items fall into the umbrella categories of: Waste Reduction and Recycling; Water Resources; Road to 2020; and Transportation Planning. As planned, the agenda items we addressed touched on almost all of the items in our 2016 work plan, supplemented by other items that emerged as high priority by Board members or Staff. During 2016, one member of the NRAB also served as a designated representative to the Bicycle Advisory subcommittee of the Transportation Board, two members participated in the CDPHE State Materials Management Plan for the Wasteshed group, and we took one field trip in conjunction with the Water Board to the Drake Water Reclamation facility and one to the Running Deer NA. Some members participated in the annual Poudre River Forum. One Board member, Dr. Harry Edwards, completed eight years of service to the Board and our community. We will miss his expertise, particularly in the energy discipline. Thank you for the opportunity to serve. We hope that we have added value to Council’s, and the City’s, goals, objectives and operations Respectfully Submitted, John Bartholow Chair, Natural Resources Advisory Board 2016 Members: John Bartholow, Nancy Duteau (Vice-chair), Jay Adams, Luke Caldwell, Katherine de Leon, Drew Derderian, Harry Edwards, Elizabeth Hudetz, and Robert Mann cc: Darin Atteberry Katy Bigner 2 City of Fort Collins Natural Resources Advisory Board 2016 Annual Report Date Topic/Agenda Item Memo to Council January 21 Overview of Brownfields Survey on North College No 2016 NRAB Work Plan Development Yes February 18 NRAB Board Elections & Appointment to BAC Yes (to Overbeck only) Poudre River Instream Flow Augmentation Plan Yes Update on Oil & Gas No March 18 Sustainable Materials Management Framework No West Nile Virus Program Update No Climate Action Plan Update No April 15 Water Supply Reliability and Storage , and District Collaboration No Sustainability Assessment Tool No Community Recycling Construction (CRC) No May 20 Emerald Ash Borer Impacts and Disposal Issues No Budgeting for Outcomes Process No Poudre River Policies and 2013 Flood Recovery Projects No June 18 Dark Sky Initiative No Community Recycling Ordinance Update Yes Budgeting for Outcomes Process No Colorado Community Rights Initiative No July 15 Regional Wasteshed Coalition No Role of Transportation Planning and Climate Action Plan No Budgeting for Outcomes Offer Discussion No at this meeting Field Trip – Drake Water Reclamation Facility No August 19 Nature in the City & SE Community Park Plan Via minutes per Council request Budgeting for Outcomes Offer Discussion Yes September 21 Source Water Protection Plan No City of Fort Collins Land Bank Program No 3 October 19 Downtown Plan Overview Not at this meeting Overview of Sustainable Purchasing Practices Not yet Review of City Manager’s Recommended Budget No Review and Adoption of 2017 NRAB Work Plan Yes Update on Bicycle Advisory Committee No November 16 Overview of Sustainability Services No 2016 Activities and 2017 Plans Review of Draft Downtown Plan Yes Overview of the Citywide Green Building Program/Activities No December 14 Running Deer Land Sale Yes Annual Update on MS4 Permit No Natural Gas and City Use - Now and in the Future Not yet
