COMMUNITY DEVELOPMENT BLOCK GRANT COMMISSION
SPECIAL MEETING NOTES
PROCESS IMPROVEMENT
222 Laporte Avenue, Fort Collins
August 29, 2018 – 5:15 PM
SUBCOMMITTEE OBJECTIVE: The Process Improvement Subcommittee will gather for five
meetings over the 2018 summer months to review and provide input on the City’s Competitive
Process for human services grant funding. The Subcommittee will be composed of three CDBG
Commission members.

Sara Maranowicz
Serena Thomas
Olga Duvall
COMMISSION MEMBERS ABSENT:
None
STAFF PRESENT:
Adam Molzer – Staff Liaison
At 5:20 PM the meeting was called to order.
PUBLIC COMMENT:
No Public Comment.
APPROVAL OF MINUTES:
Serena Thomas requested that her name change be reflected in the minutes, and that a
clarifying statement be added to the minutes and notes describing the objective of the
subcommittee. Olga Duvall made a motion to approve the 7/18/18 and 7/30/18 minutes as
amended, seconded by Serena Thomas. The motion passed unanimously.
COMPETITIVE PROCESS IMPROVEMENT
• Reviewed the ‘targets and actions’ that were created previously.
• The Commission members and staff liaison worked through a process to evaluate the
Competitive Process funding deliberation and recommendation process, relative to the
‘targets’. There was a strong preference to have this process further developed and
systemized, the deliberation rules clarified in advance, and to incorporate a scorecard system.
• Staff will evaluate the suggested changes and modify the 2019 process appropriately.
