Solar Program Update/Discussion Norm Weaver, Sr. Energy Services Engineer (Attachments available upon request) Mr. Weaver shared with members of the board the Community Renewables Program Update.  Climate Action Plan (CAP) and Energy Policy Goal, 2% distributed renewables by 2020, 20MW PV (currently approximately 7.5 megawatt (MW))  2017-18 Budgeting for Outcomes (BFO) targeting approximately an additional six MWs of local photovoltaic (PV)  2019-20 ongoing PV expansion  2017-18 BFO (CAP Renewables Strategic Initiative Team) Continue to expand rebates: o Mid-size commercial rebates o Platte River Power Authority (PRPA) DocuSign Envelope ID: 79AE4FF7-C252-494C-9240-091CED96E2D4 2 Energy Board Minutes May 5, 2016 o Additional local community solar  Efficiency Works-Neighborhoods pilot  Outreach to particular neighborhoods with tailored efficiency package, and additional solar options  Low Income Shared Solar Array supporting IQ (Income Qualified) rate  CAP Team update o Evaluation of commercial rate and the cost of carbon options are ongoing o Grid integration Discussion Mr. Phelan mentioned the expansion of the Efficiency Works-Neighborhoods solar option program. Mr. McDonald inquired about the average cost for a solar system. Mr. Weaver explained that a typical solar system is approximately $20k for 5kW. Homeowners can reduce the cost through the 30% federal tax credit and the City of Fort Collins rebate. Mr. O’Neill inquired about whether solar equipment specifications need to be changed in anticipation of higher solar deployment on the Ft. Collins distribution system, e.g. smart inverters with reactive power control and distributed storage under control of the distribution system Mr. Weaver replied that Utilities is starting to think about that but such measure are not needed yet. Utilities Bi-Annual Customer Satisfaction Survey Results Travis Paige, Community Engagement Manager (Attachments available upon request) Mr. Paige shared Survey Fort Collins survey results with services provided by Electric, Water, Wastewater, and Stormwater.  The data was collected through a phone survey in October and November of 2015 with a total of 600 residential, 200 small and medium commercial, and 10 key account responses.  Overall satisfaction is at 88% for residential, 86% commercial and 100% for key accounts. Discussion Mr. Friedman inquired about time of day and whom they asked to speak with for the survey? Mr. Paige responded that the calls were made later in the day and they asked to speak with account holders who had the best knowledge of utility usage. Mr. Baumgarn, asked if comparative cost of service and satisfaction data is available between Fort Collins survey results and other Utility’s. Staff Report Mr. Phelan shared the 2015 Energy Policy Update with the board. Board Member Reports Mr. O’Neill, Board Chairperson o Opportunity for a joint meeting with the City of Loveland Utility’s Board.  Angel Anderson is coordinating meeting logistics and will communicate the proposed dates after the City of Loveland’s next board meeting, scheduled on May 18, 2016. o Questioned whether the board should continue to have work sessions.  Attendance has been low to date at work sessions  The board members agreed to continue if the intention is to reduce the length of regular monthly meetings and will reevaluate after the two vacancies have been filled. o The work plans should be completed and turned in to the City Clerk’s office by September 30, 2016. Phil Friedman o Update on the two board vacancies  Seven individuals applied and interviews are being scheduled. These two openings should be filled by the June 2 Energy Board meeting.  The City of Santa Monica is in the process of approving an ordinance for all new construction to have solar. The new ordinance would go into effect the end of May 2016. The City of San Francisco is creating standards for solar.  o Margaret Moore o Appraisal Foundation for high performance has been released. Ms. Moore will email Angel Anderson for distribution to the board.
