Box 580 Fort Collins, CO 80522.0580 970.221.6376 970.224.6111- fax MEMORANDUM To: Christine Macrina, Boards and Commissions Coordinator From: Cameron Gloss, Planning Manager Date: December 14, 2017 Re: 2017 Annual Report: Planning & Zoning Board Chair Jeff Schneider and Vice-Chair Jeff Hansen were elected in January. In 2017, the Planning and Zoning Board held 12 regular hearings, acting on an average of 4 items per meeting. The agendas ranged from one to seven items. The Board also held 11 work sessions. The Development Review agenda items for the year totaled: 4 Overall Development Plans; 18 Project Development Plans; 2 Additions of Permitted Use; 10 Modifications of Standard (to Project Development Plans); 2 Re-zonings; 6 Annexations totaling approximately 467 acres; 1 Major Amendment; 1 Site Plan Advisory Review; 1 Extension of Final Plan; and 2 Minor Amendments The Board provided recommendations to the City Council on the following items: • Various Revisions to the Land Use Code Relating to natural Resource Protection & Prairie Dog Management • Old Town Neighborhoods Plan and Design Guidelines • Downtown Plan • Revisions and Additions to the Land Use Code: o Seasonal Overflow Shelters o Increase to LMN Maximum acreage for Affordable Housing o Clarifications to the Change of Use Process o Add two-family attached housing type to LMN and MMN zones o Expand definitions for Group Homes o Add Basic Development Review explanation o Clarify pedestrian and bicycle connectivity standards o Adjust land area within multi-family development needed for a park, central feature of gathering space o Add fiber cement siding as an acceptable building material o Extent maximum allowable multi-family garage length o Add the bicycle share program as a demand management strategy o Remove exemptions for outdoor space in HMN development • Add single family residential as a permitted use on the Windsor side of I-25 within the Town of Windsor I-25/392 Design Standards • Interim Sign Code Update • Revisions and Additions to the Land Use Code for Reasonable Accommodations • Update to the Land Use Code related to Small Cell Wireless technology in the public right-of-way • City policy change to allow eligibility expansion for Affordable Housing Waivers • Lehman-Timberline Annexation and Zoning • Mail Creek Crossing Second Annexation and Zoning • Blehm-Homestead Enclave Annexation and Zoning • Interstate Land Holdings Annexation and Zoning • Newton First and Second Annexation and Zoning • Fox Hills Second Annexation and Zoning • Highway I-25 Third Annexation and Zoning • Spring Creek Rezone • 2017 Update to the 3 Mile Plan Planning and Zoning Board Decisions appealed to City Council: • Crown at Old Town North– Decision Upheld
