HomeMy WebLinkAbout2017 - Transportation Board - Annual ReportEric Shenk, Chair Annabelle Berklund, Vice Chair Transportation Board Transportation Board 2017 Annual Report Mission Statement: The goal of the Transportation Board is to promote the implementation of a balanced transportation system that is consistent with the City sustainability goals and provides choice, mobility, access, congestion mitigation and safety for all people while achieving: 1) Efficient and Effective movement of people and goods throughout the community; 2) A reduction in Vehicle Miles Traveled; 3) Enhanced mobility through emphasis of modal shifts. Activity Summary: The Transportation Board met for 12 scheduled monthly meetings during 2017. Bicycle Advisory Committee: The Bicycle Advisory Committee (BAC), a subcommittee of the Board, held 11 scheduled monthly meetings. The Transportation Board engages in two-way communication with the BAC through monthly reporting and joint acceptance of the annual BAC Work Plan. The Transportation Board acknowledges the success of this partnership and its role in Fort Collins’ achievements as a Platinum Bicycle Friendly Community. Highlights: The Transportation Board would like to highlight the following key areas where it had the greatest impact in 2017: Transportation Technology and Systems Throughout 2017 the Transportation Board was involved in several conversations about emerging transportation technologies and systems. These discussion items ranged from ongoing interactions with the BAC about electric assist bicycles (E-bikes) to private sector innovations in emergency vehicle notification technology. The Board began discussions with Planning, Development, and Transportation (PDT) Administration about the newest approach to technology integration in Smart City applications, which will likely carry forward into City Plan conversations in 2018. Board Action included: • BAC E-bike White Paper (Board support and recommendations) Discussion items included: • Northern Colorado Clean Cities: Alternative Fuel Vehicles • Map NOCO Project • E-bike discussion, demonstration, and test ride • Emergency Vehicle Awareness Technology • Smart Cities Project Updates Transportation Capital Infrastructure, Maintenance, and Programs During 2017 the Transportation Board was involved in a number of key transportation project and program discussions, providing valuable feedback to City staff. These interactions included briefings and conversations about the upcoming Interstate 25 projects, ongoing infrastructure programs for bicycles, pedestrians, and transit, as well as capital and maintenance programs. Board Action included: • Protected Bike Lane Pilot Project (support and recommendations) Discussion items included: • Pedestrian Improvement Program Update and Revisions • 2017 Capital Projects Update • Streets and Snow Removal Operations • Bus Stop Improvements Update • 2017 Bicycle Project Initiatives • Interstate 25 Project Progress Transportation Plans and Policy One of the Board’s core duties is to review and provide feedback on land use and transportation plans. 2017 saw the launch of several new efforts such as City Plan and the first collection of data via the Travel Behavior Survey. The Board also provided feedback on several regional plans assembled by the NFRMPO, including the Transit Human Services Transportation Plan and the Non-motorized Plan. Other unique policies discussed by the Board include the Special Event Code Update and the Stadium Game Day Operations Plan. Discussion Items included: • Launch of City Plan and the Transportation Master Plan • Review bicycle and pedestrian count data • NFRMPO Transit Human Services Transportation Plan • Travel Behavior Survey methodology and initial results • Stadium Game Day Operations Plan and first year in review • Traffic Operations program updates • NFRMPO Non-Motorized Plan • Special Event Code Update • Transfort Operational Updates and Discussion Acknowledgement: The Transportation Board acknowledges and commends the excellent presentations by Planning, Development, and Transportation departments including Engineering, FC Moves, Traffic Operations, Streets, Special Events, and Transfort. Other presenters included the North Front Range Metropolitan Planning Organization, Bicycle Advisory Committee, Northern Colorado Clean Cities, Knabco LLC, and the Larimer County Health Department.
