Meeting Minutes

Present: Colleen Conway, Myles Crane, Johanna Ulloa Girón, Joseph D. Leske, Jimena Sagas, Preety Sathe,
Victor Smith, Nancy Tellez, and Mary Vivo
Guest Presenters and Community Members: Presenters: Clay Frickey, City of Fort Collins and Rich Shannon
and Bruce Warren, ColoradoCare. Community Guests: Maria Gabriel, Poudre School District (PSD) Family,
Community and Equity Coordinator and Eric Sutherland.
CALL TO ORDER
The meeting commenced at 5:30 pm.
AGENDA REVIEW
Chair Smith suggested combining discussion of short-term rentals with the presentation. With this change, the
agenda was unanimously approved.
APPROVAL OF MINUTES
The April meeting minutes were unanimously approved.
BUDGET REPORT
The current budget report with a balance of $3,083.95 was reviewed and unanimously approved. Future
budget reviews will occur on a quarterly basis unless there are large expenditures.
PUBLIC INPUT
Eric Sutherland spoke about the impacts of City redistricting.
Maria Gabriel spoke about the recent decision to eliminate the PSD Family, Community and Equity
Coordinator position.
Meeting Highlights Summary
1. Clay Frickey, City Planner, introduced information that will be presented to City Council re: options
for short term rentals.
2. Rich Shannon and Bruce Warren presented information about the State ColoradoCare ballot
initiative.
3. HRC updated plans for the second Diversity Forum scheduled for June 8th entitled Gender Identity.
4. HRC voted to provide input to the Poudre School District Board of Education re: the elimination of the
Family, Community and Equity Coordinator position.

GUEST SPEAKER PRESENTATION
Clay Frickey, City of Fort Collins, presented on short-term rentals and shared highlights of possible
governances for these properties that will be reviewed by Council.
Rich Shannon and Bruce Warren presented on ColoradoCare.
MEETING BUSINESS
June Forum Plans: Two presenters, Dr. Toni Zimmerman and Al Stafford are scheduled to speak at the
Diversity Forum, Gender Identity, scheduled for June 8, 2016, at 7:00 PM at the Harmony Library Community
Room. Cultural competency training will be provided on May 14th for the teen participants to prepare for the
June forum. On-going planning continues for the September 14, 2016, and October 26, 2016, forums.
HRC Awards Planning: The CIC room is reserved for the December 6, 2016, event. Further discussion was
tabled to the June meeting.
Community Equity Initiative Input: Commissioners discussed the PSD Family, Community and Equity
Coordinator position being eliminated. A motion to send a letter to the PSD Superintendent and Board of
Education regarding the matter was unanimously approved.
Periodic Review/Work Plan: Chair Smith will email changes in the periodic review process to Commissioners.
Guest Speaker Planning: Topic was tabled to the June meeting.
Short-term Rentals: Discussion followed the presentation, see above.
UPCOMING Events/Announcements
Other per Commissioners:
Commissioner Crane announced a Senior Center Event to celebrate their recent accreditation from the
National Council on Aging on May 19th, 5-7 pm, and a Transfort Event on May 26th, 4:30-6:30 pm, at the South
Transit Center presenting bus route changes.
Commissioner Tellez shared that community members voiced frustration at a recent Council meeting for not
being informed of construction occurring near their homes.
CLOSING/Call for Adjournment
Commissioners unanimously approved adjournment at 7:45 pm.
Next HRC meeting is Thursday, June 9th at 5:30 pm in the CIC Room, City Hall West.
