Leske, Jimena Sagas, Victor Smith, Nancy Tellez, and Mary Vivo Absent: Colleen Conway and Preety Sathe Guest Presenters and Community Members: Presenters: Anthony Salem, InnovAge Business Development Staff; Dr. Martin Carcasson, CSU Center for Public Deliberation (CPD) Director; and Jeff Wright, Divestiture Initiative. Community Members: Kimberly Chambers, Northern Colorado Pride Director and Cheryl Beckett, Institute for Peace and Harmony. CALL TO ORDER The meeting commenced at 5:30 pm. PUBLIC INPUT Kimberly Chambers, Director of Northern Colorado Pride, attended to learn more about the HRC. Cheryl Beckett announced a summer film festival hosted by The Institute for Peace and Harmony featuring films that demonstrate people working together to find solutions to their community challenges. GUEST SPEAKER PRESENTATIONS Anthony Salem, Business Development for InnovAge, presented on the PACE program with the mission for program participants to remain in their homes as they age and/or live with health challenges. Dr. Martin Carcasson, Director of the Center for Public Deliberation, will facilitate a community issues forum, “The Art of Belonging”, on Wednesday, April 27th, 6-8 pm at the Lincoln Center. Dr. Carcasson shared event information and highlights of the CPD. Meeting Highlights Summary 1. Anthony Salem, InnovAge Business Development Representative, spoke about the InnovAge program in Loveland. 2. Dr. Martin Carcasson, Director of the CSU Center for Public Deliberation, informed the HRC about the April 27th City-sponsored Community Issues Forum on Belonging. 3. Chair Smith notified the HRC about the initial meeting of the Equity and Inclusion group that has representation from several community organizations. 4. Commissioner Sagas outlined plans for the June 8, 2016, Diversity Forum on Gender Identity at Harmony Library at 7:00 PM – 8:45 PM. 5. Jeff Wright, travel coordinator for tours to Israel and Palestine, addressed the HRC about a Boycott, Divestment and Sanctions Initiative. 2 AGENDA REVIEW The meeting agenda was reviewed and approved 6:1. (Nay: Commissioner Crane) APPROVAL OF MINUTES The March meeting minutes were unanimously approved. BUDGET REPORT The current budget report, balance of $3,023.95, was reviewed and unanimously approved. MEETING AGENDA Liaisons: Chair Smith provided a list of HRC community organizations and invited new commissioners to choose which organizations they would like to liaise with. Commissioner Crane offered to table his procedural suggestions until May due to the full agenda. Equity/Inclusion Meeting Input: Chair Smith provided an update. Participants from several community organizations joined to discuss issues of diversity, equity and inclusion in the Fort Collins community. The group will continue collaborative work on the topic. June Forum Plans: Next planning meeting is Monday, April 18th for the June 8th Diversity Forum on Gender Identities. Social Host Ordinance: Commissioners reviewed the proposed ordinance. Short-term Rentals: HRC asked Liaison Sowder to invite City Staff to present background and possible City proposals. Divestiture Movement: Jeff Wright, travel coordinator for tours to Israel and Palestine, presented on a national Boycott, Divestment and Sanctions (BDS) Movement regarding issues involving Israel and Palestine. STANDING COMMITTEE AND LIAISON REPORTS Executive Committee (EC): Updates are emailed. Government Relations Committee (GR): Updates are emailed. Educational Outreach Committee (EOC): See “June Forum Plans” above. Media & Community Recognition Committee (M&CR): Commissioner Crane emailed a liaison report. UPCOMING Events/Announcements Other per Commissioners: Chair Smith encouraged HRC commissioner participation in the community forum on April 27th. Commissioner Ulloa Girón announced Día de Los Ninos celebration, April 30th, 6-8pm at the Lincoln Center. CLOSING/Call for Adjournment Commissioners unanimously approved adjournment at 7:32 pm. Next HRC meeting is Thursday, May 12th at 5:30 pm in the CIC Room, City Hall West.
