John Phelan asked that the PRPA Intergovernmental Agreement (IGA) on Distributed Energy Resource (DER) be presented by Paul Davis and added to the agenda as a non-decision discussion item Tim McCollough announced that the off-cycle CAP Appropriation Ordinance #2 would be taken off of the agenda as City Council has not yet reviewed the ordinance. Staff Reports Tim McCollough, Light and Power Operations Manager Status of Energy Board members: • Bob McDonald has resigned leaving the Energy Board with three vacant seats • Eight candidates have applied for the vacant seats; interviews to be completed this week Reported on meeting with Sunverge Energy (www.sunverge.com) – a distributed storage company: • Sunverge combines solar, storage, and smart controls to maximize value for both electricity consumers and electricity providers. • Enlists a utility centric model • Primarily a software company • Pilot program in Sacramento Municipal Utility District (SMUD) • Entry Cost of Sunverge’s storage solution is approximately $1000/ kWh Not a short-term solution because of the high entry cost; other solutions’ entry costs have been quoted as low as $500/ kWh Sunverge’s model is to become hardware agnostic. • Fort Collin’s Utilities is putting forth some pilot offers to other platforms providing Distributed Energy Resources (DER) • Grant opportunities from the Department of Energy (DOE) – Utilities is considering presenting papers to apply for the grants and looking for partners to collaborate Meeting with Austin Energy and Burlington, VT in Austin, Texas last week: • John Phelan and Tim McCollough were in attendance • Visited Pecan Street which has sub-metered main panels in an Austin subdivision • Collected research data from Pecan Street program The Coloradoan published an article today (June 2, 2016) reporting that more than 2000 customers experienced power outages yesterday. Complications were experienced because the outages were traced to two sources with a third outage occurring at addresses within the same area. All issues have been resolved. Jackie Sargent is leaving Platte River Power Authority (PRPA) to become the general manager at Austin Energy in August. Quarterly Financial Report Lance Smith, Utilities Strategic Finance Director • Revenues up over last year, however, residential budget is $20K under budget • 2016 expenses verses 2015 2 Energy Board Minutes June 2, 2016 DocuSign Envelope ID: DAC5D3B3-9A63-4DB4-AB84-0367787A6D0F o System Replacement – down from last year o Administrative Services – just under last year o PILOTs – just under last year o Energy Services – just under last year o L & P Operations – a little over budget o Purchase Power – just under a $1,000,000 under budget Status of non-residential Electric Rebates John Phelan, Energy Services Manager • Reviewed the Commercial Efficiency Works program notice that will be going out to all non-residential customers • 2016 New projects funds have been exhausted and a new waiting list has been created • On Council agenda for June 21, 2016 Budget for Outcome Process Update City of Fort Collins Strategic Plan Lawrence Pollack, Budget Director • Public outreach information was offered to the board and requested the information to be distributed to friends and family to garner more public input • Public feedback can also be completed online • The online tool will be available through August 19, 2016 • The web application was demonstrated and various features of the application reviewed (Attachments available upon request) Off-cycle CAP Appropriation Ordinance #2 (Climate Action Plan) Lindsay Ex, Environmental Program Manager This presentation was taken off of the agenda until review is completed by City Council. Revision – Intergovernmental Agreement (IGA) Paul Davis, PRPA This was added to the agenda today. Presentation of the revisions to an existing IGA between four municipalities and PRPA • Funded by municipalities • Wholesale billing adjustments for DER • DER system benefits: determination and allocation • Data sharing: with third party allocation contractors who have agreed to confidentiality agreements and privacy terms as outline by PRPA • Agreements in place to ensure responsible use of municipalities’ monies and for future grant opportunities • Funding for DER is equitably distributed among the four municipalities 3 Energy Board Minutes June 2, 2016 DocuSign Envelope ID: DAC5D3B3-9A63-4DB4-AB84-0367787A6D0F • IGA Status: has been approved by PRPA and now needs approval from participating municipalities. June presentations scheduled for Fort Collins, Estes Park and Longmont. • Loveland presentation is to be determined (Attachments available upon request) Board Member Reports Chairperson Pete O’Neill • Attended Super Issue Board Meeting on June 1, 2016 – distributed thank you gifts to board and staff • Met with Ross Cunniff on June 1, 2016 o Chairperson O’Neill expressed the need for more Energy Board members. Mr. Cunniff responded that he was diligently interviewing candidates and hoped complete the selection process by the end of this week. o Progressing on CAP limitation o Chairperson O’Neill asked, “How is funding regarding CAP cost being communicated to the public?” He also stressed the urgency of the messaging. o Population growth is a major consideration for meeting the CAP targets o Acknowledgement to Mr. Cunniff for approving off-cycle funding o Mr. Cunniff said the City should be stricter on building codes o The idea of artificial photosynthesis was discussed as a possible disrupter breakthrough in renewable energy o Conversed about wise investments on equipment so that it does not have to be replaced in the not too distant future Phil Friedman • Nametags offered by Christine Macrina at Super Board Meeting • Board members opted for first and last name, name of board and no photos on nametags • Rocky Mountain Institute (RMI) has an annual report available upon request • RMI has a weekly e-newsletter called The Spark that is available as a free subscription Margaret Moore • Toured new facility at 222 Laporte with Stacey Baumgarn • Will be a LEED Platinum facility Stacey Baumgarn • Reported on the Community Advisory Committee for CAP. Mr. Baumgarn believes the CAP Core Team needs to vet projects better to ensure that they are, indeed, CAP projects. • In response to the above, John Phelan stated the three categories of CAP related budget offers are:: 1.
