HomeMy WebLinkAbout2016 - Energy Board - Work Plan2016 Energy Board Work Plan Purpose: Per the Bylaws of the Energy Board, “The board shall adopt an annual statement of goals and objectives in a work plan…” The purpose of the work plan is to advise City Council in the management of the City’s energy policies that support Plan Fort Collins, Climate Action Plan, Energy Policy, and Green Building Code for charting the City’s energy future. Energy Policy Goals: 1. Efficient Built Environment  Improve performance of new and existing buildings  Deliver effective efficiency program portfolio 2. Electricity Supply and Distribution  Diversify electric resources  Increase renewable energy  Maintain reliability and electric distribution system  Expand demand response 3. Transportation and Land Use  Reduce vehicle miles travelled  Improve efficiency of transportation  Electrify transportation with clean sources Work Plan Objectives: 1. Provide City Council recommendations and prioritization on Budget for Outcomes offers that result in alignment with the Energy Policy goals. 2. Collaborate with and offer advice, as appropriate, to the Strategic Initiative Teams and the Climate Action Plan Advisory Committee for City Council’s consideration. 3. Review the City of Fort Collins Strategic Plan, providing feedback on alignment with the Energy Policy goals. 4. Review electric utility rate proposals and energy services programs or projects and provide recom‐ mendations to City Council. 5. Advise City Council, based on staff recommendations, regarding electric distribution system im‐ provements to support reliability and sustainable asset management. 6. Review and provide advice to City Council and staff on the City’s Legislative Policy Agenda, relevant to energy‐related issues. 7. Receive presentations from Platte River Power Authority on their Resource Planning and provide feedback to ensure alignment with the Energy Policy goals. 8. Advise City Council, based on staff recommendations, for potential comments Fort Collins may pro‐ vide to the Colorado Department of Public Health and Environment regarding proposed Colorado rules for the Clean Power Plan. 9. Collaborate with Fort Collins Utilities staff to manage strategies and presentations from external or‐ ganizations in order to build broader community support for sustainable energy. 10. Advise City Council and collaborate with Fort Collins Utilities staff to explore potential new business models and services to adapt to the changing utility industry and attain the Energy Policy goals. 11. Advise City Council on a prioritized set of issues regarding implementation of the Energy Policy and other related policies and programs within the Board’s purview.
