Magnolia St Fort Collins, CO 80521 970.221-6735 970.221-6373 – fax CULTURAL RESOURCES BOARD ANNUAL REPORT - 2013 BACKGROUND The Cultural Resources Board (CRB) consists of seven members. Regular meetings were held on the last Thursday of February, March, May, July, August, September, October, November and December from 12:00 p.m., to 1:30 p.m. The Board held three Fort Fund funding sessions on the fourth Wednesday of January, April, and June. The Board receives monthly updates from Cultural Services staff and acts in an advisory capacity to City Council for the Cultural Services Department that includes the Lincoln Center, the Fort Collins Museum of Discovery, and the Community Creative Center. The Board reviews and advises staff on the following: the Cultural Services and City biannual Budgeting for Outcomes process, Cultural Services facilities improvements, arts and cultural projects and other issues as they arise. The Board continues to interact with the community to better understand cultural issues. Members who served in 2013 were Mr. Chris Clemmer, Ms. Tedi Cox, Ms. Maggie Dennis, Ms. Janet Gilligan, Mr. Paco Gutierrez, Mr. John Hayes, and Mr. Jesse Solomon. Ms. Dennis served as Chairperson. Mr. Clemmer served as Vice- Chairperson. Council liaison: Wade Troxell Staff Liaisons in 2013 were Marty Heffernan, Director of Community Services; Jill Stilwell, Director of Cultural Services; Cheryl Donaldson, Director of Fort Collins Museum of Discovery; and Gail Budner, Administrative Clerk II. The liaison from Visit Fort Collins was Katy Schneider. YEARLY HIGHLIGHTS - 2013 The Cultural Resources Board’s (CRB) overarching goal is “To serve as a catalyst in making Fort Collins a cultural center and destination.” To achieve this goal the CRB worked in four major areas: 1. Serve as a catalyst for the development of Fort Collins as a cultural center and destination by working with City Council, staff and cultural groups  CRB reviewed Cultural Services capital projects for possible inclusion in the next Building on Basics II process. The Board also learned about transportation aspects that can help further cultural goals.  Ms. Dennis attended the Women’s Commission meeting and the Human Relations Commission’s Award Breakfast on behalf of the CRB.  Mr. Clemmer represented the CRB at a meeting to discuss the Foothills Mall expansion.  Ms. Gilligan attended the City’s Strategic Plan meeting in December.  CRB participated as a focus group for the architectural team working on the feasibility study for the Southeast Arts and Recreation Facility.  Ms. Dennis attended an ad hoc committee meeting about celebrating the 150th anniversary of the community.  The Board kept up-to-date on the progress of the opening of the Community Creative Center.  The Board provided a letter of support for a State Historic Fund grant for the renovation of the Carnegie building and for a grant request from the Fort Collins Museum of Discovery to the Poudre Heritage Alliance for the FC150 exhibition.  CRB members served as liaisons to several groups to gain a broader understanding of the cultural activities in Fort Collins. The CRB was represented with the following groups: - Beet Street Board and the Arts Incubator of the Rockies – Maggie Dennis - Convention/Visitors Bureau – John Hayes - Art in Public Places – Tedi Cox - Downtown Business Association – Chris Clemmer 2. Enhance regional awareness of Fort Collins’ arts and cultural events and activities  CRB notified Fort Fund grantees about the 2014 Fort Collins sesquicentennial and encouraged these organizations to get involved in a City-wide celebration of events and activities throughout the year.  CRB continued to support the Visit Fort Collin’s on-line events calendar and continued to required Fort Fund grantees to list their events on the calendar. The website calendar is located at www.visitftcollins.com/events .  CRB encouraged Fort Fund applicants to broaden their promotional reach, specifically by adding questions to the application process.  CRB members served as liaisons to events funded by Fort Fund, attending approximately 40 different cultural events in the community, lending support and assuring that the Fort Fund monies were being well spent. 3. Leverage available resources to the Board in forwarding the overarching goal.  During 2013, the CRB fully transitioned from paper applications to an on-line application process with ZoomGrants.  The Board focused on creating a scoring matrix based on the Fort Fund criteria. Once approved, the Board ensured the matrix was distributed to past grantees and posted on the Fort Fund website to help applicants improve their proposals.  The Board administered three funding sessions for Fort Fund and recommended grants for distribution as follows: January 2013 Session $38,950 to 25 applicants Tier 2, April 2013 Session $141,500 to 18 applicants, Tier 1 $53,000 to 4 applicants, Tier 3 June 2013 Session $44,470 to 21 applicants, Tier 2 Total $256,800 to 52 different organizations (listed below)  Fort Fund grants provided support to well over one hundred community cultural and recreational events in 2013.  The Board recommended four Tier 3: Cultural Innovation Tier grants. These grants went to the USA Pro Challenge Stage 6 Finish; the Andy Warhol Print Exhibit at the Fort Collins Museum of Art; Community Outreach and Marketing at the Fort Collins Museum of Discovery; and the Fort Collins Musicians Association’s FoCoMX 2014.  The Board continued to work cooperatively with Visit Fort Collins in making recommendations for Fort Fund dollars that encourage tourism. 4.
