Staff Liaison: Aimee Jensen A regular meeting of the Liquor Licensing Authori ry was held on November 4, 2013 in Municipal Court, 215,North Mason. Judge Kathleen M. Lane presiding. Staff in attendance: Bronwyn Scurlock, Assistant City Attorney Aimee Jensen, Deputy City Clerk Daniel Callahan, Liquor Enforcement Officer Mark Climovici, Liquor Enforcement Officer Auuroval of Minutes Judge Lane approved the minutes from October 7, 2013. Registration of Allison Callahan as Manager of The Town Pump, 124 North College Avenue, Approved Allison Callahan, manager applicant, stated they she has been in the service industry for several years. Ms. Callahan stated she the owner, John Latendresse, requires ongoing training to ensure that employees do not serve under age and/or intoxicated patrons. She briefly described the training she is required to complete as well as servers and bartenders. Ms. Callahan stated she has a current copy of the liquor code on premise. Judge Lane approved the registration of Allison Callahan as manager of The Town Pump, 124 North College Avenue. Registration of Shane Kalani Berengue as Manager of Ingredient, 101 North College Avenue, Approved Shane Kalarti Berengue, manager applicant, stated he recently took over this location. He stated he has not had training on the sale and service of alcohol in Colorado. Mr. Berengue briefly described the training requirements their corporate office requires for himself as well as all the employees. He stated he is unsure if he has a current copy of the liquor code on premise. Judge Lane approved the registration of Shane Kalani Berengue as manager of Ingredient, 101 North College Avenue. November 4, 2013 Request from RC Restaurants, LLC, dba Fuzzy's Taco Shop to Change, Alter, or Modify the Licensed Premises at 1335 West Elizabeth Street, Suite 125, Approved Marc Rodgers, representative for RC Restaurants, LLC, stated he has added a small portion of the patio on the south side of the restaurant and removing the patio on the north side as depicted in the original diagram submitted with the application. Mr. Rodgers stated by adding the patio, they are able to more clearly delineate their licensed premises from neighboring establishments. He stated the additional patio area is visible from inside the restaurant. Judge Lane approved the request from RC Restaurants, LLC, dba Fuzzy's Taco Shop to change, alter, or modify the licensed premises at 1335 West Elizabeth Street, Suite 125. Transfer of Ownership of Dempsey's, 160 West Oak Street from Dempsey's, LLC to 5 Brigham's, Inc., and Trade Name Change to d'Vine Bistro, Approved Howard and April Brigham, representatives for 5 Brigham's, Inc., stated they intend to surrender their license on Harmony Road. Mr. Brigham stated they are looking forward to being downtown. He stated they will only be making cosmetic changes to the premises and hope to be open by the end of November. Mr. Brigham stated he is familiar with the liquor code and intends to keep a current copy on premise. Judge Lane approved the transfer of ownership of Dempsey's, 160 West Oak Street from Dempsey's, LLC to 5 Brigham's Inc., and trade name change to d'Vine Bistro. Transfer of Ownership of Falbo's Bros, 820 South College Avenue from Hunab Productions, LLC to PK Restaurants, LLC and Trade Name Change to The Black Market Tavern, Approved Matthew Gosselin, representative for PK Restaurants, LLC, stated he be making minor cosmetic changes to the licensed premises. Mr. Gosselin stated he intends to be on premise most of the time they are open. He stated he and his staff will attend Liquor Enforcement Officer Clitnovici's liquor training class. Mr. Gosselin stated he will keep a current copy of the liquor code on premise and that his proximity to Colorado State University will require him and his staff to not be careful not to serve alcohol to underage patrons. Judge Lane approved the transfer of ownership of Falbo's Bros, 820 South College Avenue from Hunab Productions, LLC to PK Restaurants, LLC and trade name change to The Black Market Tavern. 2 November 4, 2013 Transfer of Ownership of Fish's Liquor Mart, 1007 East Harmony Road from Canam Spirits, Inc., to BBK, LLC, Approved Ira Elliot Barrett and David Byerly, representatives for BBK, LLC, stated they will be making significant changes to the premises, that they are all are considered cosmetic. In response to a question from the Authority, Mr. Byerly stated they will be installing new lights, new computers and software, along with some new fixtures. Mr. Barrett stated Mr. Byerly will be closely involved with the day to day operations, however, he will be on premise regularly. Mr. Byerly described the training he has received and that he will require all his employees to attend. He stated many of the employees are staying on from the previous owner, that they are long standing employees with many years of experience. Mr. Byerly stated anyone found in violation of the liquor code will be immediately terminated. He stated he is familiar with the liquor code and has a current copy of it on site. Judge Lane approved the transfer of ownership of Fish's Liquor Mart, 1007 East Harmony Road from Canam Spirits, Inc., to BBK, LLC. Hearing on a New Application from The Welsh Rabbit Cheese Bistro, Ltd., for a hotel -restaurant liquor license at The Welsh Rabbit Cheese Bistro, 200 Walnut Street, Unit B, Approved Hal Hines, Travis Hines and Nathaneal Hines, representatives for The Welsh Rabbit Cheese Bistro, Ltd., were sworn. Hal Hines stated they will also keep The Welsh Rabbit Cheese Shop on 216 Pine Street open as well as this location. He stated they hope to be open by the end of December, beginning of January. Hal Hines briefly described the training all employees will be required to complete prior to opening. He stated that the diagram is a true depiction of what will be their licensed premises. Hal Hines stated he is familiar with the liquor code and intends to maintain a current copy in this location. Carol Johnson, representative for Esquire Petitioning, LLC, was sworn. She briefly described the petitioning process, stating that this application was well received with many positive comments in support. Judge Lane adopted Resolution 2013-26 approving an application from The Welsh Rabbit Cheese Bistro, Ltd., for a hotel -restaurant liquor license at The Welsh Rabbit Cheese Bistro, 200 Walnut Street, Unit B.
