Staff Liaison: Aimee Jensen A regular meeting of the Liquor Licensing Authority was held April 15, 2015 in Municipal Court, 215 North Mason. Judge Kathleen M. Lane presiding. Staff in attendance: Bromvyn Scurlock, Assistant City Attorney Josh Golden, Liquor Enforcement Officer Matt Hahn, Liquor Enforcement Officer Aimec Jensen, Deputy City Clerk Hearing on a Change of Location Application from Batdog, LLC, doing business as Surfside 7 to move a hotel -restaurant liquor license from 150 North College Avenue to 238 Linden Street, Approved Kim Snodgrass, representative for Batdog, LLC, was sworn. She stated she intends to be open for lunch at the 238 Linden Street. Ms. Snodgrass stated they are significantly changing the premises dramatically; adding a commercial kitchen. She stated they are still waiting for the building permit to be released and hope to be open by July. Ms. Snodgrass stated she intends to build a back patio. She stated she updated the encroachment permit to be held by Batdog, LLC. Ms. Snodgrass stated the public could access the back patio without going through the building. She stated they will closely monitor the back patio when there are patrons present. In response to a question from the Authority, Ms. Snodgrass described the petitioning process and stated that many of them were familiar with Surfside 7. Al Denton, 233-235 Linden Street, property owner, was sworn. He stated he lives across the street from Ms. Snodgrass' new location. Mr. Dunton briefly described the issues he has experienced living downtown in close proximity to liquor licensed premises. Ms. Snodgrass stated she is open to maintaining a dialog with Mr. Dunton and other residents in the immediate neighborhood. Dave Hide, 222 Linden Street, property owner, was sworn. He encouraged Ms. Snodgrass to take down the outside speakers. In response to a question from Mr. Hide, Ms. Snodgrass stated she will encourage her door personnel to maintain order on the patio. Judge Lane adopted Resolution 2015 - 008 approving a change of location application from Batdog, LLC, doing business as Surfside 7 to move a hotel -restaurant liquor license from 150 North College Avenue to 238 Linden Street. April 15, 2015 Tastings Permit Application from Bullfrog Wine and Spirits, Inc., dba Bullfrog Wine and Spirits, 1820 North College Avenue, Approved Josh Beard, representative for Bullfrog Wine and Spirits, Inc., was sworn. He stated he has been working at this location for 11 years and recently became the general manager January 1, 2015. Mr. Beard stated they allowed the tasting permit to lapse. He stated all staff will be required to complete SafeSery training prior to implementing tastings. Mr. Beard stated they will have beer tastings Friday nights and wine tastings on Saturday night. He stated they will require any patron that wishes to taste alcohol will be required to provide a valid id. Ellyn Just, representative for Aggie Agency, LLC, was sworn. She briefly described the petitioning process, stated the petitions indicate strong support for this tastings permit application. Judge Lane approved the tastings permit application from Bullfrog Wine and Spirits, Inc., dba Bullfrog Wine and Spirits, 1820 North College Avenue. Hearing on a New Application from CO Craft Beer Geeks, LLC, dba Craft Beer Sellers Fort Collins for a retail liquor store license Chris Lazzery and Justin Wright, representatives for CO Craft Beer Geeks, LLC, were sworn. Mr. Lazzery stated they are hoping to open by mid -May. He stated the basement will only be accessible by employees only; customers will not be allowed downstairs. Mr. Lazzery stated he will be involved with the day to day operations. He stated he will maintain a current copy of the liquor code on premise. Mr. Lazzery stated he will be conducting the tastings. In response to questions from the Authority, Mr. Wright stated they only need to purchase shelving and install the coolers to open. He stated all employees will be required to complete extensive training with regard to the sale and service of alcohol. Mr. Wright stated they are scheduled to complete their TIP's training within the next month. He stated all patrons will be required to provide a valid id when purchasing alcohol. In response to questions from the Authority, Mr. Lazzery and Mr. Wright stated they have the petitions but have not turned them into the City Clerk's Office for review. Judge Lane requested that the City Clerk's Office review the petitions and notify the Liquor Licensing Authority of the results. Judge Lane adopted Resolution 2005-005 approving a new application from CO Craft Beer Geeks, LLC, LLC, dba Craft Beer Sellers Fort Collins for a retail liquor store license with a tastings permit at 120-122 South Mason Street.
