Agenda Review & Items of Note: None Citizen Participation: Danny Burdick, Fort Collins Disc Golf Association wanted to know if disc-golf would continue to be discussed. Board – It is a sub-set of one of our Work Plan Items, so it will be discussed. Approval of Minutes: Discussion: None Dawn Theis made the motion to approve the Parks & Recreation Board minutes of February 27, 2013, seconded by Michael Chalona – Minutes approved 7:0 Meeting Summary • J.R. Schnelzer, Director of Parks, spoke on behalf of Councilman Kelly Ohlson, stating that he really wanted to be here this evening but Council commitments prevented him from attending. He wanted to graciously thank the Parks and Recreation Board for their committed service and outstanding leadership during his tenure as the Council Liaison. • The Board Members wanted to thank Kelly Ohlson for his support as the Council Liaison for the Parks & Recreation Board. They have appreciated his attendance at meetings offering open and candid conversations. • Board is working on ways to tie their work plan items into agenda topics. • Members from the Northern Colorado Disc Golf Club spoke about the upcoming State Tournament taking place at Edora Park on October 4-6. Schnelzer, 970-221-6301 – jrschnelzer@fcgov.com Craig Foreman, 970-221-6618 – cforeman@fcgov.com Bob Adams, 970-221-6354 – badams@fcgov.com Parks & Recreation Board Meeting – March 27, 2013 Page 2 of 4 Full Minutes AGENDA ITEMS: Disc Golf – State Tournament – Vince Castillo & Josh Quinn with Northern Colorado Disc Golf Club We have been working with Craig Foreman and Bill Whirty on the layout for the Tournament at Edora in October and there will probably be overflow use of Aggie Greens. This is the biggest event of the season and brings in top players from around the Country, including a 7-time world champion and many spectators. This will be the first time it’s been held in Fort Collins and it will be a Friday thru Sunday event, October 4-6. Players must be registered with the n PDGA in order to play, but it is open to all PDGA members regardless of ability. That said it is an A-Tier event which means there is no drinking, no smoking, and conduct and courtesy is monitored and there is a dress code. We will have marshal, and volunteer spotters placed around the park so that as play is happening others can still enjoy the park and/or the trail but they may be asked to wait momentarily while a shot is being played. We want this event to benefit Fort Collins as well, so we are working on a shuttle service from the Park to restaurants, shops, brewers, etc. Discussion Board – Will the holes be extended at Edora? Club – Yes, some might be 450-550. Board – Are you a 5013C? Club – We are working on this, we need to decide if we should do this as an individual or under a group umbrella. Board – How many players? Club – The average is around 125-150 but we’re hoping for 175-180. Board – What about parking? Club – There are no other events scheduled at the park or at EPIC so we feel that parking should be okay, because they don’t all play at once and there is overflow parking behind EPIC. Board – Did you talk with the school to see if their parking lot could be used? Club – No, but that’s a great idea. Board – I was at the state swim meet when there was about 1200 people and there was no problem parking, but they did have people there directing traffic. Board – Are the hotels working with you? Club – Yes, through Tyler James with the Convention & Visitors Bureau Board – Will you use some of the proceeds to improve the disc golf courses including Aggie Greens? Is there any way to find out if there was an increase in tax revenue? If so, it would be nice to hear from you again after the event. Board – Is there anything the Board could do to help? Club – We would appreciate any help. Board – We have a monthly column in the Coloradoan, so we’ll work on an article for the September issue. Club – Thank you and please continue to look into the future and what disc golf can offer. STAFF UPDATES Parks Updates • Parks has a Resource Allocation Measurement System (RAMS) book that we put together that allows us to see costs per park, per amenity, etc. Discussion Board – The Council approved a water rate increase, does that affect you? Staff – Somewhat, 80% of our parks are watered with raw water, and Craig is working to get raw water available at the parks that use domestic taps Board – Denver has postponed play on their fields are we? Staff – No we are currently scheduling play on the fields as normal. Parks & Recreation Board Meeting – March 27, 2013 Page 3 of 4 Recreation Updates • The summer Recreator will be available April 15, with registration starting on May 2. • Working on planning calendars • Working with the Recreation Managers with 25 plus years to get some of their knowledge down • Working on refreshing classes, maybe something different each season. We want to keep things interesting. Discussion Board – Where do the ideas for classes come from? Staff – We watch trends through Colorado Parks & Recreation Association networking. Board – Could Board help promote new classes? Staff – Yes, you do a great job with your articles Board – Could you bring in a Recreation Supervisor to speak about what’s going on in Recreation so we can learn more about the programs? Staff - Sure, great idea Board – What’s the plan for Paul Thibert’s position? Staff – Paul does all the ice programming and we are working on a succession plan. He is mentoring someone now. Board – Is there a minimum level for classes? Staff – Yes, that is part of why we changed the fee schedule. Board – How’s the sound system at Northside, did it get resolved? Staff – Haven’t really had a chance to work on it other than to have staff keep the volume low. Board – Do you have goals/targets to reach certain percentage of community? Staff – Not yet, but we’re working on our year-end report so I can show this information to make sure we have diversity. Board – Do you market the Northside as a place to have retreats? Businesses are always looking for locations. Staff – We do market Northside but we could do better. Board – How is the study coming for the southeast recreation facility? Staff – The kick off meeting will be April 22, we are modifying the survey area to include more of Fort Collins. Board – Who was selected? Staff – Barker Rinker Seacat because they have done many cultural/recreation centers with the Salvation Army. Park Planning Updates • Community Gardens were funded in the BFO so we will be working to create four gardens. Possibilities are at Buckingham Park, Rogers Park, English Ranch Park and Edora Park. The Social Sustainability Office is leading this project and will be approaching the neighborhoods for interest. The Gardens on Spring Creek staff is helping with the project. • We wanted to put a trail spur from the Poudre Trail to the west of Woodward Governor to access Lincoln Street, but it doesn’t look like that’s going to happen. Discussion Board – Do people rent space at these gardens? Staff – Yes, there will be a minimal charge but we’re not sure exactly how that will work. Board – When are they going to be ready? Staff – The goal is May 1st, and should be cost neutral. It will probably evolve as it goes. Board – Tennis courts are being resurfaced, but why not the one by the Boys & Girls Club? Staff – That is owned by PSD. Bicycle Advisory Board Liaison Update – Ragan Adams As the newest Board Liaison to the Bike Advisory Board, I learned three things • There is a lot of representation from other Boards, so this is a very large group. • They have PowerPoint Presentations at their meetings. • They are not proponents of the new median upgrades. They feel there is a safety issue for bikes of not being seen. This is an example of why the Boards need better communication so that we can come together on issues. Four bike coordinators have been interviewed. I was able to go to a meet & greet and felt they were all good candidates. There is a proposal to adopt the Idaho Stop Law which allows bike riders to pause and go at a stop sign instead of coming to a full stop. Parks & Recreation Board Meeting – March 27, 2013 Page 4 of 4 Board Work Plan Items – Updates Bruce & Dawn are working on how to tie the work plan to the agenda and articles. As Board Members as you researching information for your articles and come across something of interest, or a person that you feel would give us some insight, let us know so we can add this as an agenda item. We want to make this an opportunity for better communication and collaboration with staff. Board – Please make sure if it is a speaker, that we consider what else is on the agenda to avoid lengthy meetings. • Budget – Bruce Henderson o None • Communications – Jessica MacMillan & Dawn Theis o Working on a scrapbook of the 2012 articles to be presented to the new Council liaison. o Idea Lab, social media – perhaps having a presentation on how we use this as citizens vs. board members • Sustainable Practices – Scott Sinn o None • Parks & Disc Golf – Todd Galbate & Michael Chalona o Article on drought and drought plan • Trails – Ragan Adams & Brian Carroll o Brian created PowerPoint on a unique use of the trails by recording the wedding proposal done in chalk along the trail; he will be submitting this as a citizen to the Coloradoan. o Ragan attended the Natural Areas “Our Lands – Our Future Open House” and found it interesting. It was a focus group for interpreting signs on the trails in the natural areas. • Recreation – Richard Barnhart o None • Other Projects/Programs  Natural Areas – Brian Carroll  River & NISP – Scott Sinn  Great Lawn & Community Gardens – Bruce Henderson Brian made note that the new school board superintendent had been hired, so the Board should work on developing a plan to reach out to her. Schedule of Articles/Calendar May is our article on highlighting Recreation, is it still pertinent? Yes, and you might include the 4th of July Parade that Recreation in planning.
