ZONING BOARD OF APPEALS
2014 ANNUAL REPORT
BACKGROUND:
The Zoning Board of Appeals (ZBA) consists of seven members. Meetings were held the
second Thursday of every month in the Council Chambers at City Hall. The Board may also
meet as needed in order to convene special meetings.
The Boardmembers who served in 2014 were: Michael Bello, Daphne Bear, Robert Long, John
McCoy, Ralph Shields, Heidi Shuff, and Butch Stockover. The annual election of officers
resulted in Michael Bello being re-elected as chairperson and
Heidi Shuff as vice-chairperson.
City Council liaison to the Board during 2014 was Gino Campana. Staff support was provided
by Peter Barnes, Noah Beals, Marcha Hill and Paul Eckman.
2014 YEAR IN REVIEW:
Peter Barnes retired in July after forty one (41) years working for the City. Noah Beals
assumed ZBA Staff Liaison responsibilities at that time.
Thirty five (35) applications for variances to the Land Use Code regulations were submitted to
the ZBA in 2014; compared to twenty seven (27) in 2013; twenty six (26) in 2012; and (17)
seventeen in 2011. Thirty (30) of the variance requests were approved; three (3) were denied;
one (1) was postponed to a future meeting; one (1) was withdrawn before the meeting; and
five (5) were approved with specific conditions.
No decisions of the Board were appealed to City Council in 2014.
