HomeMy WebLinkAbout2013 - Affordable Housing Board - Annual ReportAffordable Housing Board 2013 Annual Report The following lists the major items the Affordable Housing Board was involved with during 2013: 1. Land Bank Program: Staff presented an analysis of the City’s Land Bank Program from 2010 and provided updated information on available parcels in the city. The Board planned a tour of the five properties containing 51 acres for future affordable housing development, which weather prevented. The tour will be rescheduled for 2104 and the board will discuss the best use of these properties and whether it is time to consider selling. 2. Competitive Process for Allocating City Funds for Affordable Housing: The Board worked with the CDBG Commission in advising the City Council on the funding for affordable housing projects in the spring and fall cycles of the competitive process. The Board reviewed 6 applications in the spring cycle and 7 applications in the fall cycle and made recommendations to the CDGB Commission. 3. Provincetowne Affordable Home Ownership. The AHB worked with City staff on options regarding the Master Covenants for affordability, and sent a recommendation to City Council regarding potential revisions and next steps. 4. Student Housing Action Plan. The board sent a memo to Council commenting on the Student Housing Action Plan. Specifically, the board commented on adding maximum setbacks and having buffer yard standards only apply to multifamily properties of 5 or more units to allow more efficient land use to encourage the development of affordable housing. 5. International Building Code and Green Building Code. Staff from the Building Services Department and Neighborhood Services presented background information on projects that would eventually establish new regulations, standards and update building codes and resolve problems related to outdoor storage. The Board commented on the increased costs of construction to meet the new code standards and made comments and forwarded recommendations to the City Council on the pending code change projects. 6. The City’s Affordable Housing and Homelessness Provider Partners. The Board invited representatives from several non-profit and quasi-governmental partners to update the board on their programs and projects and how they fit into the community’s overall affordable housing needs. They also provided their opinions on what the City is doing and what the City could also be doing to encourage additional affordable housing development and homelessness alleviation. Included were presentations from Homelessness Prevention Initiative, CARE Housing, Habitat for Humanity, Homeward 2020 and the Fort Collins Housing Authority. 7. Redtail Ponds Permanent Supportive Housing. The AHB sent a letter of support and attended the Planning and Zoning Board hearing for FCHA’s Redtail Ponds permanent supportive housing project. 8. Affordable Housing Redevelopment Displacement Mitigation Strategy. The Board assisted Staff in drafting the Affordable Housing Redevelopment Displacement Mitigation Strategy that was passed by City Council in March 2013. The Board conducted a public hearing to allow for community outreach on the plan. 9. Bylaws. The Board updated their bylaws and filed the new Bylaws with the City Clerk’s office. 10. Social Sustainability Gap Analysis. The Board assisted Staff in providing input to the Social Sustainability Gap Analysis that will be presented to Council at a work session early in 2014. 11. Discussion with Lisa Poppaw, City Council member Lisa Poppaw, the Council’s Liaison to the AHB, met with the Board and discussed their 2013 and proposed 2014 Work Plan. 12. 2014 Work Plan. The Board worked to complete a work plan for the year 2014. 13. Exterior property maintenance. The Board recommended to City Council that LIHIP funds be set aside to help mitigate costs to resolve exterior property maintenance code violations when the home owner requires financial assistance to correct code violations.
